Ramsey County-Wide Emergency Operations Plan Revision 5.1 June,2005 <br /> Low Condition(Green). This condition is declared when there is a low risk of terrorist attacks. <br /> Departments and agencies should consider the following general measures in addition to the <br /> agency-specific Protective Measures they develop and implement: <br /> Government <br /> • Refine and exercise appropriate preplanned Protective Measures; <br /> • Ensure personnel receive proper training on the Homeland Security Advisory System and <br /> specific preplanned department or agency Protective Measures <br /> • Institutionalize a process to assure that all facilities and regulated sectors are regularly <br /> assessed for vulnerabilities to terrorist attacks, and all reasonable measures are taken to <br /> mitigate these vulnerabilities. <br /> Businesses <br /> • Develop an emergency plan to address all hazards. Include an emergency <br /> communications plan to notify employees of activities; designate an off-site"report to" <br /> location in case of evacuation. <br /> • Develop continuity of operation plan to include designating alternate work facility/location <br /> for business. <br /> • Arrange for staff to take a first aid training course <br /> Schools <br /> • Develop written emergency plans to address all hazards including plans to maintain the <br /> safety of students, staff, and faculty, as well as an emergency communication plan to <br /> notify parents in times of emergency. Disseminate relevant information to families of <br /> children, staff and faculty. <br /> • Ensure selected staff members take a CPR/AED and first aid preparedness capabilities. <br /> Neighborhoods <br /> • Have neighborhood meeting to discuss emergency plans and establish a"Neighborhood <br /> Watch"program <br /> • Promote or arrange for people in the neighborhood to take a CPR/AED and first aid <br /> course <br /> Families <br /> • Develop a personal disaster plan and disaster supplies kit <br /> • Take a CPR/AED and first aid course <br /> Individuals <br /> • Develop a personal disaster plan and disaster supplies it <br /> • Take a Red Cross CPR/AED and first aid course <br /> 119 <br />
