banquet hall programmed to seat 269 people captures views of the golf course and views of <br /> Keller Lake. The bar/grill area can accommodate up to 75 people. The kitchen is designed to <br /> service banquets as well as less formal menus offered in the bar/grill area. The pro shop <br /> replicates the current exterior design but is approximately double the size. Cart storage is split <br /> between a garage under the pro shop for 36 carts and storage under the clubhouse for an <br /> additional 36 carts. He pointed out that based on design committee recommendations, the <br /> number of bathroom stalls adjacent to the bar/grill area has been increased by one and the <br /> proposed shower/locker facilities have been eliminated. <br /> Mr. Finley reviewed the golf course design noting that there have been a few refinements since <br /> schematic design; however, the general layout is unchanged. He noted that there continues to <br /> be discussion about the tee box locations for hole #13. The plan calls for establishment of a <br /> forward tee approximately 110 to 125 yards from the green without the force carry over water. <br /> Some low handicap women's club members have expressed concern about this tee location. <br /> Alternatives to expand the size of the current tee box are extremely limited. Any expansion <br /> would require a significant structure to retain soil and still result in a forced carry of at least 110 <br /> yards over the irrigation pond. Ms. Falkowski, a member of the design team, encouraged staff to <br /> provide both tees, enlarging the existing tee and reducing the size of the new forward tee. <br /> Mr. Ditmore discussed the design process and complimented the consultants for the quality of <br /> design and their responsiveness to questions and concerns raised by design committee <br /> members. Following further discussion, Mr. Ditmore moved, seconded by Mr. Jenni, that the <br /> Commission recommend approval of the design development documents for the Keller Golf <br /> Course, clubhouse and pro shop. Motion carried. <br /> PERFORMANCE MEASURES AND CRITICAL SUCCESS INDICATORS FOR PARKS AND <br /> RECREATION SERVICES <br /> Mr. Mack reminded the Commission that as part of the Ramsey County is two-year budget <br /> process, the second year involves review of each department's contribution toward the County's <br /> critical success indicators and the associated performance measures. The critical success <br /> indicators are aligned with goals adopted by the Ramsey County Board of Commissioners. <br /> Specific critical success indicators applicable to parks and recreation services are: <br /> • County facilities have connectivity and are functional, safe, energy efficient and <br /> accessible <br /> • Residents have access to and use libraries and recreational resources <br /> • A variety of transit and transportation options are accessible and safe for users of all <br /> abilities and incomes <br /> • Natural resources are managed to sustain and enhance the environment <br /> • County services support the educational and occupational achievement of its children <br /> and adults <br /> Ms. Yungers distributed the Department's draft summary of each of the critical success <br /> indicators and associated performance measures as presented to the County Manager for <br /> review and comment. Ultimately these documents will be presented to the Ramsey County <br /> Board of Commissioners as part of the 2013 budget process. Mr. Ditmore inquired whether the <br /> performance measures documents reflect targets for the last year reported. Mr. Mack indicated <br /> that the estimates for 2012 and 2013 are essentially targets but, that the forms used do not <br /> 2 <br />
