He cautioned the Commission that many of the <br /> measures being reported need to be considered as indicators of direction because the <br /> methodologies for obtaining these indicators have varying degrees of reliability. <br /> Overall, Mr. Mack noted that parks, trails and specialized facilities such as Tamarack Nature <br /> Center continue to experience increased user ratings of facilities in terms of their cleanliness, <br /> safety and level of maintenance remain high. Natural resources are being managed in <br /> accordance with the adopted Natural Resource Management Plan. The Legacy Amendment <br /> and associated grants have enabled the Department to advance the plan within regional parks. <br /> Commission members discussed various elements of the critical success indicators and the <br /> performance measures. <br /> OPENING EVENTS FOR KELLER PICNIC AREAS, LOWER AFTON TRAIL AND TURTLE <br /> LAKE COUNTY PARK <br /> The Ramsey County Capital Improvement Program, State Bonds and Legacy Amendment <br /> Parks and Trail Fund appropriations have financed a number of capital improvements <br /> throughout the park system. Improvements within Keller Regional Park have been constructed <br /> over a number of years using various funding sources. It is expected that in 2013, the trail <br /> connections and the Highway 36 underpass will be constructed. Commission members <br /> discussed the merits of having the grand re-opening for Keller Regional Park and concluded that <br /> the best approach is to have a re-opening ceremony when the trail and Highway 36 underpass <br /> are completed. <br /> Lower Afton Trail between McKnight Road and Point Douglas Road is being constructed with <br /> funding from the Federal Transportation Enhancement Program and a Legacy Parks and Trails <br /> Fund appropriation. That project will be completed in the summer of 2012. Commission <br /> members suggested that an opening ceremony be held in early September. <br /> Turtle Lake County Park is being redeveloped under the Ramsey County Capital Improvement <br /> Program. The work will be completed in August 2012. Commission members recommended <br /> that a re-opening ceremony be held in late September. <br /> SUMMER COMMISSION TOUR <br /> Commission members discussed scheduling of meetings in July and August. It was concluded <br /> that a single meeting be held on August 1, 2012 and that this meeting should include a <br /> Commission tour. Suggested stops for the tour on August 1, 2012 include Tamarack Nature <br /> Center Destination for Discovery, Otter Lake boat launch and off-leash dog area, Turtle Lake <br /> County Park, Grass Lake trail overlook and natural resource management projects, Keller picnic <br /> areas (Round and Golfview), with a possible stop at the Island picnic area to observe the <br /> shoreline stabilization project. <br /> 3 <br />
