Visitors and security. All buildings need to have controlled access; some barrier and <br />locking system. He stated that Mr. Davidson explained there would be a doorman in <br />charge of letting visitors in the building after being notified by the resident. A concern is <br />the empty space, if a large section of the building is empty while half of the building is <br />not, preventive measures need to be taken — areas locked off, cameras, et al. When asked <br />the positions of the cameras, if they are videotaping or monitored, he was told they would <br />be monitored, so not, reactive. He expressed concern over the ability for one staff person <br />to act as doorman, effectively monitor cameras, tour the building, and respond to issues <br />as they arise. <br />Security staff. He was told there would be 24-hour staff. <br />Number of security personnel. When the question was asked if the person manning the <br />front door and cameras and the person doing building tours would be the same person he <br />did not receive an answer. He noted this would be physically impossible for one person <br />to do. <br />Chair Larson asked for clarification that when letting people in by security personnel, <br />security would be called by residents. So if a person is coming to visit they would call <br />the resident and the resident would then call the security desk. Deputy Eastham replied <br />that is correct and that he did not know how a resident would know a guest is coming. <br />Chair Larson opened the floor to Commissioner comments. <br />Commissioner Zimmerman asked what the requirements would be if the building were to <br />become a certified crime prevention building. Deputy Eastham replied that the manager <br />and any accessory staff would need to go through the program. Also, a survey of the <br />property would be done involving having to have jam doors, deadbolts, peepholes with a <br />180-degree view, lighting throughout the exterior and interior, and any site line issues <br />caused by trees, bushes et al resolved. After passing, there needs to be two meetings a <br />year, one business and one social. The survey is renewed annually. <br />Commissioner Hames asked if the property is not ready for the survey does the building <br />receive approval only when completed or off of the plans. Deputy Eastham replied it has <br />to be eyes on; however, the lighting plan, if available, could state if it meets the minimum <br />requirements. Commissioner Hames asked for a description of ground level lighting, if it <br />meant shining down or on the ground. Deputy Eastham replied at ground level, which <br />has to be certified by those who do the lighting plan. Commissioner Hames clarified <br />lighting is measured down below but illuminated by other sources, to which Deputy <br />Eastham replied yes. <br />Chair Larson asked about lighting brightness for any neighbors. Deputy Eastham <br />referenced Walmart, noting that they have three-foot candles and lighting drops off closer <br />to the road and to their property line. Chair Larson commented that without any riearby <br />properties the lighting would not be obtrusive, it is pretty much all commercial. Deputy <br />Eastham replied that there are no citizens nearby.
