zones built in and that the parking lot can be sufficiently lit. The building is four stories <br />high so anybody not going into the lot will not be hindered by the lot due to distance and <br />physical barriers already in place. <br />Commissioner Hames asked what are the standards of operation for certifying buildings <br />with multiple entrances and exits. Deputy Eastham replied that usually buildings. have <br />one main entrance and the side entrances are keyed for residents. If there is more than <br />one main entrance they would call into a phone; a controlled access point for visitors <br />would have to be in place for both. If there is a single main entrance all other access <br />points would need to be blocked off with key access only. Commissioner Hames asked <br />about a monitoring system for the doors, for example, if a door is propped open. Deputy <br />Eastham replied that he did not know. He added that legitimate move outs take place <br />during the day so with constant movement the door does not usually stay open too long to <br />cause concern. However, this would be problematic if friends are let in at night; but, if a <br />door is open and gets noticed it should get shut. <br />Commissioner Scott asked if the Deputy knows of any other apartment buildings of this <br />size with an open access entrance to the person attending the desk. Deputy Eastham <br />replied that he knew of none with this system and there is one that has a non-lock access, <br />which is a nightmare. <br />Commissioner Thompson asked if there is a higher risk of criminal activity with people <br />parking, entering, and exiting a building if there is no availability to observe those <br />coming and going. Deputy Eastham replied that this was less of a concern provided there <br />was sufficient lighting. He stated that it has been proven that the most effective deterrent <br />for criminal activity is lighting, especially with apartment buildings. <br />Commissioner Holewa asked if the City is charged for additional police and fire calls. <br />Deputy Eastham replied that his understanding is that all calls are included, except false <br />alarms. He noted that if a property ends up on his desk because of the number of police <br />calls, then there is something going sideways with the property and a better solution is <br />needed. He added that this particular property ended up on his desk when it was being <br />used by the college. <br />Commissioner Hames asked the size of other properties in the Crime Free Multi-Family <br />Housing Program, if there were any apartment buildings with 105+ units and if so, the <br />largest. Deputy Eastham replied there are, for example, Montreal has nine buildings and <br />over 3,000 residents. Commissioner Hames asked what are the most similar properties to <br />the proposed. Deputy Eastham replied nothing due to the proposed size of the apartments <br />themselves. Commissioner Hames asked if there is more traffic calls to apartment <br />buildings with larger or smaller size units. Deputy Eastham replied that it is difficult to <br />say because there are no apartment buildings that only have one size apartments, every <br />complex have one and two bedrooms. Commissioner Hames asked if most received calls <br />are crimes against property and theft auto or crimes against people such as domestic. <br />Deputy Eastham replied that it varies, multi-housing creates more people in a <br />concentrated area.
