Public Works Director Maurer replied this is part of the consultants <br />work scope, for opportunities to better align, within the next several months. <br />Commissioner Zimmerman asked about licenses for apartment buildings. City Planner <br />Beekman replied that the current program is limited to four or fewer units. When the <br />rental program was reviewed in 2009 the focus was on single-family rental properties; <br />however, there likely is an opportunity to re-evaluate the rental program. Commissioner <br />Zimmerman asked if there is County licensing requirements in lieu of no City <br />requirements. City Planner Beekman replied that she is not aware of any. <br />Chair Larson referenced Condition 27 and asked for a definition of traffic management <br />and what it entails. City Planner Beekman replied when the senior living proposal was <br />reviewed it was a similar scenario to this, closing the central access drive and creating a <br />one-way drop off point, with concerns about access to Lot 2. At that time they looked at <br />putting a median in that would prevent traffic entering from the north and creating a <br />conflict point for those leaving Lot 2; however, the exact location of the median has not <br />been finalized and they want to leave an opportunity for the Public Works Director to <br />review and make adjustments if necessary. Chair Larson asked if Lexington Avenue is <br />an eastern right in right out will that be the same for the western access point. City <br />Planner Beekman replied they are and would continue to be full access points so they <br />would need to stay in their current location. <br />Commissioner Stodola asked if the exit on Lexington Avenue is both directions. City <br />Planner Beekman replied it is right in right out only. <br />Commissioner Holewa asked who did the traffic study, if it was RLK Engineering, a <br />consultant of the developer. City Planner Beekman replied staff prefers to have the City <br />contract for traffic studies; however, RLK had done the traffic study for the Select Senior <br />Living proposal, where traffic concerns were minimal. It seemed sensible to have them <br />update the traffic study, and was the most cost effective for the developer. <br />Chair Larson asked if the County traffic engineer was present. City Planner Beekman <br />replied they were not but had reviewed the study and submitted comments. Chair Larson <br />then asked if RLK Engineering was present and, if so, requested they discuss the traffic <br />study. <br />Mr. Steve Manhart, representing RLK Engineering, Transportation Engineer, stated they <br />were present a year ago and discussed this traffic study. Chair Larson asked for a quick <br />synopsis of the conditions that were evaluated in terms of current and future development <br />of the site and scenaxios that may arise that could be impactful, positive or negative. Mr. <br />Manhart replied they were selected to do a traffic study for the previous use and used that <br />to build on for this use. They were asked by the City to analyze different uses and make <br />assumptions to what could go in the former McGuire's and banquet sites, although <br />difficult to come up with what could go in the site. He showed a manual "Trip <br />Generation" that was used to try and make a determination. They looked at a variety of <br />
