Chair Larson invited Mr. Davidson to make a presentation. Mr. Davidson, representing <br />TAT Properties, appeared before the Commission and introduced his Staff. Mr. <br />Davidson stated that with the Stuart Companies partnership they had a successful tenancy <br />with Northwestern College. He added Northwestern College moved out a little over a <br />year ago. Proposals have been modified to be compliant with B-2 and should attract a <br />large student base. <br />Commissioner Zimmerman asked if the property will be marketed as an apartment and if <br />leases would be attached to the renting process and, if so, the length. Mr. Davidson <br />replied yes on both with a term of one year. Commissioner Zimmerman questioned that a <br />college student would have to sign a year lease, although living there only 8-9 months. <br />Mr. Davidson replied many landlords' answer is that tenants are required to sign a year <br />lease whether they use it or not. Commissioner Zimmerman asked if a security deposit <br />will be required. Mr. Davidson replied yes. Commissioner Zimmertnan reiterated <br />concerns by Ramsey County regarding security, noting it seems the more secure the <br />facility the easier to market. Mr. Davidson replied they share the same security concerns, <br />if residents don't feel safe they are not going to rent. He added that it is their desire to <br />comply with requirements — IES illumination requirements, security at the front door, a <br />single point of access and 24/7 staff. All rooms are currently wired for a landline and it's <br />up to the tenants whether they hook up to them. <br />Commissioner Holewa asked if the landline would go through them or a phone company. <br />Mr. Davidson replied the infrastructure is there and tenants would choose a phone <br />company. <br />Commissioner Zimmerman asked if floors three and four could be locked off so that it is <br />impossible for those on floors one and two to access. Mr. Davidson replied the floors <br />will be locked and secure, but nothing was impossible. Commissioner Zimmerman asked <br />if the elevator could be programmed to go to floors one and two only. Also, could the <br />stairwell be secured so it cannot be accessed. Mr. Davidson replied yes to both. <br />Commissioner Zimmerman asked if the intent was to mange the property as an apartment <br />building or if they were hiring a company who specializes in this area. Mr. Davidson <br />replied their partner is the owner and operator and will be responsible. <br />Commissioner Holewa asked for a definition of partner. Mr. Davidson replied an equal <br />interest in the property. <br />Commissioner Zimmerman asked if there was a need for more than one person on duty. <br />Mr. Davidson deferred the question to his partner whom he stated was more familiar with <br />operations. Mr. Stuart Nolan stated this was his 42"a year in business, that he manages in <br />excess of 5,000 apartments — smaller and bigger than this, and that he is more concerned <br />about security than the City, that residents are their responsibility. He added they provide <br />clean, safe, secure housing. All complexes in the municipality have crime free housing <br />and a good relationship with the police. They intend to have a person there in the <br />evening, have onsite monitoring 24/7 and digital cameras outside, which is just part of <br />
