Potential tenants go through a very thorough screening process — <br />background, credit, criminal and work history, and they deny people all the time. <br />Commissioner Zimmerman asked if other complexes that have apartments of similar size <br />are more effective than those with no two bedrooms, if it changes demographics in <br />marketing. Mr. Nolan replied no, it makes it easier because studios equal less occupancy. <br />Although parking Code has the same requirements, two per unit, studios will not have the <br />same number of cars so the problem is less with fewer occupants. <br />Commissioner Zimmerman asked if there will be occupancy limits on studios versus one <br />bedroom. Mr. Nolan replied sure, one tenant in every apartment is preferred. However, <br />the federal government has family discrimination rules so in a one bedroom they have to <br />take two occupants if they both apply and meet the requirements. He added he is not sure <br />if they have to take two occupants in a studio but if they have to they will. <br />Commissioner Thompson asked if they manage any buildings with amenities on the first <br />floor such as those proposed. Mr. Nolan replied yes, others have Wi-Fi cafes, fitness <br />centers, theaters and game rooms. <br />Commissioner Thompson asked the process that will be in place, noting that one gap is <br />that the Commission has not seen all of the plan details. She asked how they will manage <br />the first floor and access within, noting that even with security it would be easy for non- <br />residents to enter. Mr. Nolan replied they do this for every project they have. They have <br />hours, and amenities are not open 24/7, for example the fitness center would be closed up <br />by 10 pm. The person on duty would lock these facilities and empty out any one using <br />them. He added they have close to 400 employees and do this all the time and there are <br />no problems with the police department. If a person doesn't do their job they will be <br />replaced. <br />Commissioner Zimmerman asked if there will be an onsite manager. Mr. Nolan replied <br />yes, during business hours then others during non-business hours. <br />Commissioner Holewa asked if they were going for the certification the officer outlined. <br />Mr. Nolan replied yes, that it is in the conditions. <br />Commissioner Hames referenced Condition 13 wording "shall participate" and requested <br />it read "become certified" to ensure intent. Mr. Nolan replied they would accept. <br />Commissioner Hames noted the proposed security system and asked if it involves a push <br />button code and if not how it works. Mr. Nolan replied they need to have a security <br />company come and look at the building and provide what is the best measure. Some <br />buildings have keys or key cards. He added he is not sure the building will have an <br />intercom system, that they may have a callboard in the secure area. As a lot of people <br />don't have landlines they would need to call in via cell phone. If they have a buzzer <br />system guests can be buzzed in otherwise residents will have to come down. <br />
