EXISTING STREET CONDITIONS <br /> The project area includes single family properties in a fully developed neighborhood; all of the <br /> properties adjacent to these streets are zoned R-1. There is limited access to this neighborhood; <br /> therefore, these streets carry low volumes of traffic. There are no commercial or institutional <br /> uses affected by the proposed improvements. There is one parcel, Johanna Marsh, which is a <br /> City owned parcel. Northwestern College abuts the project, however, does not have any access to <br /> the project area. Both Asbury Street and Ridgewood Road extend past the municipal boundary <br /> into Roseville. <br /> i <br /> Arden Hills' pavement management system utilizes a Pavement Condition Index (PCI) rating of <br /> 0 to 100 where street ratings are classified in three categories: "adequate" (66-100), "marginal" <br /> (31-65), and "problem" (0-30). Ratings are based on observations of each of the street's <br /> pavement surfaces. Generally, the three categories correspond to a level of most cost effective <br /> improvement as follows: (0-30) pavement reconstruction, (31-65) bituminous overlay or reclaim, <br /> and (66-100) sealcoat and/or crack sealing. Soil borings have been obtained and are included <br /> in Appendix E of this report. City staff has reviewed the soil boring results and have verified that <br /> the recommended improvements as described are appropriate. <br /> All of the existing streets are located within a sixty foot right-of-way. None of the streets have <br /> concrete curb and gutter and there are no existing sidewalks or paths. The streets have an average <br /> pavement thickness of 3 to 4 inches, with a subsurface consisting mainly of sandy lean clays. <br /> The roads are approximately 50 years old. <br /> 2 <br />
