,ARQEEN HILLS <br /> MEMORANDUM <br /> DATE: November 20, 2012 Agenda Item: 3.A <br /> TO: Parks Trails and Recreation Committee <br /> FROM: Michelle Olson, Parks and Recreation Manager A(D <br /> SUBJECT: Freeway Park Improvement Discussion <br /> Background <br /> At the October 16, 2012 PTRC meeting, the committee discussed improvements for Freeway <br /> Park. Attached are existing photos for the committee to review(Attachment A). The committee <br /> provided a list of improvement ideas for staff to research and bring back to tonight's meeting. <br /> The Engineer, Assistant Engineer and I met to put together a proposal for improvements. <br /> Attached is a diagram of proposed improvements (Attachment B) and below is a summary and <br /> cost estimate: <br /> 1. Remove fencing along perimeter of park - Staff does not recommend replacing the <br /> fencing. <br /> 2. Remove gate and fencing between parking lot and pleasure rink - The fencing <br /> and gates will no longer be necessary with the addition of curb and gutter <br /> 3. Increase parking lot area, pave, stripe and add curb and gutter - The curb will <br /> provide the proper drainage and eliminate the need for the gate and chain link fence. <br /> 4. Move outdoor bathroom enclosure south to accommodate parking lot expansion <br /> 5. Water quality treatment (Rain garden around park sign) - The Committee <br /> suggested a soil sample and landscaping of some sort. In conjunction with the <br /> parking lot improvements, the drainage will need to be treated and a rain garden <br /> added to the north of the hockey rink, surrounding the park sign. This would <br /> eliminate the need for a soil sample because the existing soils will be dug up and <br /> replaced with planting soil and drain tile will be added. <br /> Estimated cost for proposed improvements above: $66,000 (includes labor) <br /> 11202012 Freeway Park Improvement Discussion.doe <br />
