the property were to be subdivided. Staff is hopeful that the analysis will be complete in time <br /> for the November 28th Planning Commission meeting. <br /> Carroll's Furniture Access <br /> Staff has discussed options for providing a more adequate access to serve the three properties <br /> lying west of the Holiday Inn site. Since this proposal is moving forward before that issue <br /> can be thoroughly analyzed, Staff is suggesting that the applicant agree to work in good faith <br /> towards a negotiated shared access with the adjacent property owners. Staff has provided a <br /> concept layout of how the shared access might operate (Attachment C). The layout indicates <br /> that up to 20 feet may be required from the former Holiday Inn site to accommodate the new <br /> drive aisle, and that this would eliminate up to 22 parking stalls from the west and north side <br /> of the proposed site plan. However, the applicant is requesting 28 stalls in the front of the <br /> building which encroach 6 feet in the front setback, and staff has been able to identify 7 <br /> additional stalls which would be possible with the concept layout, creating a net increase of <br /> 13 parking stalls on the site. <br /> The applicant is not being asked to pay for any of these improvements, and reconstruction of <br /> the west portion of the Holiday Inn site could be suspended until a final solution is agreed <br /> upon by all parties. The City's intention would be to minimize any impacts to the Holiday <br /> Inn site as much as possible. <br /> 5. Additional Review <br /> The Building Official and Fire Marshall reviewed the plans and have submitted their <br /> comments (Attachment B). <br /> The Public Works Department reviewed the plans and has expressed concerns regarding the <br /> storm water calculations and drainage plan. The issues are technical in nature, and the City <br /> Engineer has requested clarification prior to the City council's review of this item. This <br /> condition has been added to the conditions of approval. <br /> Ramsey County has reviewed the plans and has requested additional easement along County <br /> Road E and at the corner of County Road E and Lexington Avenue (Attachment D). The <br /> easement would accommodate a future dual left turn lane on County Road E. The applicant <br /> has incorporated this request into the submitted plans. In addition, the City has requested an <br /> 8-foot sidewalk easement immediately to the north of the County's easement request, as well <br /> as a 360 square foot easement on the corner of County Road E and Lexington Avenue for a <br /> gateway sign and associated landscaping.
