'It <br /> EN HILLS <br /> MEMORANDUM <br /> DATE: January 22, 2013 <br /> TO: Honorable Mayor or City Councilmembers <br /> Patrick Klaers, City Administrator <br /> FROM: Meagan Beekman, City Planner <br /> SUBJECT: Multi-family Dwelling Regulations <br /> Requested Action <br /> Review the history of the adoption of the Multi-family Dwelling Regulations on September 24, <br /> 2012. <br /> Background <br /> At their June 25, 2012, regular meeting, the City Council approved a city-wide moratorium on <br /> multi-family dwelling units while the City conducted a zoning study to look at possible design <br /> standards. <br /> At their July 11, 2012, work session, the Planning Commission reviewed the scope of work for <br /> the zoning study and provided direction to Staff on high priority items. Based on that discussion, <br /> recommendations from the League of Minnesota Cities, and a review of other communities' <br /> codes, Staff prepared draft regulations of design standards for multi-family dwellings. The draft <br /> was then presented to the Planning Commission at their August 8, 2012, work session <br /> (Attachment A). The minimum unit size requirement was included in the original draft of the <br /> regulations that was presented to the Planning Commission. The Planning Commission did not <br /> recommend changes to that particular regulation at their August 8'meeting. <br /> Staff then revised the draft regulations based on the Planning Commission's comments and <br /> presented them to the City Council at their August 20, 2012,work session meeting. The Council <br /> provided additional direction and revisions, included suggested changes to the minimum unit <br /> size requirement in order to add clarity to the regulation.
