Based on the suggested changes made by the City Council, Staff revised the draft regulations and <br /> presented them to the Planning Commission at their September 5, 2012, meeting. The Planning <br /> Commission reviewed the documents presented, held a public hearing, and voted 3-3 to approve <br /> the regulations as presented. <br /> At their September 24, 2012, meeting the City Council adopted the regulations as presented by <br /> Staff(Attachment B). The regulations required new multi-family dwelling units to be approved <br /> through a conditional use permit (CUP) process, and set up certain design standards as criteria <br /> for the CUP review. <br /> The review criterion includes, among other things, a minimum unit size of 600 square feet for <br /> efficiency units, with an additional 100 square feet for each bedroom included in the unit. <br /> When the moratorium on development of multi-family dwelling units was lifted on October 29, <br /> 2012, Councilmember Holden requested, and the Council agreed, to have a work session <br /> discussion and review of the approved multi-family dwelling regulations, specifically as it relates <br /> to minimum dwelling unit size. <br /> Discussion <br /> The minimum unit size for multi-family dwellings was first discussed by the Planning <br /> Commission at their July 11, 2012, meeting (Attachment Q. The Planning Commission <br /> generally agreed that there should be a minimum unit size; however did not reach a clear <br /> consensus on what an appropriate minimum unit size should be. Staff presented draft language <br /> to the Planning Commission at their August 8' meeting regarding minimum unit size that <br /> mimicked the City of Burnsville's regulations, though Brooklyn Park also increases the <br /> minimum unit size requirements as the number of bedrooms in the unit increases. <br /> Requested Action <br /> Review the history of the adoption of the Multi-family Dwelling Regulations on September 24, <br /> 2012. <br /> Attachments <br /> A.
