ARDEN HILLS EDA MEETING JANUARY 28, 2013 4 <br />Community Development Director Hutmacher <br /> repor website did have a link to <br />MNCA, the Minnesota Commercial Association of Realtors, which provides information on the <br />available property in Arden Hills. <br /> <br />EDA Commissioner Holmes <br /> supported the City promoting its vacant properties and being more <br />proactive to draw new businesses into the community. <br /> <br />Community Development Director Hutmacher <br /> stated some promotion may involve a <br />conversation regarding TIF to attract businesses to Arden Hills versus neighboring communities. <br />She commented that TIF can only be used for public improvements within new developments. <br /> <br />EDA Commissioner Holmes <br /> asked if TIF could be used to redevelop the Carrol <br /> <br />Community Development Director Hutmacher <br /> noted there were opportunities for TIF with <br />this redevelopment. <br /> <br />EDA Commissioner Holmes <br /> requested the Commission discuss the use of TIF at a future <br />meeting. <br /> <br />MOTION: EDA President Grant moved and EDA Commissioner Holden seconded a <br />motion to approve the Economic Development Commission 2013 Work Plan <br />as presented. The motion carried unanimously (5-0). <br /> <br /> <br />B. Economic Development Authority (EDA) 2013 Work Plan <br /> <br />City Administrator Klaers <br />reviewed the proposed EDA 2013 Work Plan with the Authority. <br />He noted the quarterly meetings for the EDA in 2013 would be April 29, July 29, and October <br />28. It was noted two special meetings may need to be called to complete specific tasks. The <br />proposed work program and timeline was then discussed. He indicated the EDA would work to <br />finalize the TIF policy, review the City revolving loan program, consider using TIF 2 District <br />Funds for a Round Lake Road West street and sanitary sewer improvement project in 2014, <br />review the 2014 EDA budget, and lastly discuss the use of the TIF 3 District fund balance. <br /> <br />EDA Commissioner Holden <br /> asked if MSA funds were available for the Round Lake Road street <br />improvements. <br /> <br />City Administrator Klaers <br /> commented MSA funds would be available for this project. <br /> <br />MOTION: EDA President Grant moved and EDA Commissioner Holmes seconded a <br />motion to approve the Economic Development Authority 2013 Work Plan as <br />presented. <br /> <br />EDA Commissioner Holden <br /> requested that the Carroll <br />Plan. <br /> <br /> <br />
