This pathway is listed high on the Parks Trails and Recreation Comm <br />proposed trails. While this is only a segment of the Snelling Avenue N./Old Highway 10 <br />corridor, it is an important connection. In addition, the neighborhood meetings for the Valentine <br />Park reconstruction identified this as a priority for the residents. This proposed pathway will <br />provide a safe route for residents from the Valentine Park neighborhood to County Road E2. It <br />will create important trail connections to Valentine Hills Elementary, Perry Park and Tony <br />Schmidt Regional Park. <br /> <br />The Local Trail Connections Program is intended to accelerate local trail connections to planned <br />and existing state trails and other public facilities, not to create significant new recreational trails. <br />Its primary purpose is to complete connections between where people live (e.g. residential areas <br />within cities, entire communities) and significant public resources (e.g. historical areas, open <br />space, parks and/or other trails). Grants are awarded for the acquisition and development of <br />connecting trails and for removal of barriers that impede full access to these facilities. Priority <br />has been given to projects that seek to develop residential connections to state and regional <br />facilities and to link existing trail systems. <br /> <br />Financial Implications <br /> <br />lottery proceeds. This funding is divided between the Local Trail Connections Program and the <br />Regional Trail Program. Grant awards will be announced in July, 2013. The minimum grant <br />reimbursement grants. The grantee must complete the project and fully pay for it, produce <br />documentation that shows actual expenditures and then they will receive seventy five percent of <br />what was spent up to their grant award. The grant award and match cannot be used for in-house <br />labor services and/or to meet existing payroll. Only contract services, materials, and supplies <br />are reimbursable. Other state funds or grants, or Metropolitan Council grants cannot match these <br />grants. All projects awarded through this grant round must be completed by June 30, 2015. If <br />the City is awarded this grant, staff anticipates summer/fall 2014 construction. All facilities that <br />are funded through this program also require a commitment from the applicant that the trail will <br />be in place and maintained for no less than twenty years.
