The project construction costs are estimated at $278,525.00, with engineering (20%) at <br />$55,705.00 and contingency (10%) at $27,852.50. The maximum grant award is $150,000 and <br />therefore, the City construction match would be $128,525.00. Engineering (up to 20%) is <br />reimbursable through this grant. The City will be able to manage most of these costs internally <br />by utilizing the Assistant City Engineer. <br /> <br />The estimate takes into account the wetlands that exist in this area. The northern 900 feet of the <br />trail will be ten (10) feet wide with a ten (10) foot boulevard between the roadway and the trail. <br />However, the southern 475 feet of the proposed trail is adjacent to a wetland and a steep slope <br />off the roadway down to the wetland. Concrete curb and gutter is proposed along the entire <br />. A retaining wall, estimated at six (6) feet in <br />height, will also be constructed to minimize or avoid impacts to the wetland area. A safety railing <br />will be included with the construction of the retaining wall. <br /> <br />The City has received support letters from Ramsey County Public Works, Ramsey County Parks <br />and Recreation, Active Living Ramsey County and the Mounds View School District. All are <br />supportive of efforts to improve the pedestrian safety along the Snelling Ave. N. (Old <br />Highway10) corridor. <br /> <br />Recommendation <br /> <br />A motion to adopt Resolution No. 2013-015: Supporting the Local Trail Connections Program <br />grant application made to the Minnesota Department of Natural Resources for the creation of an <br />off street shared use pathway on the west side of Snelling Avenue N.
