NEW BUSINESS <br /> <br /> <br />MEMORANDUM <br /> <br />DATE: April 8, 2013 <br /> <br />TO: Honorable Mayor and City Councilmembers <br />Patrick Klaers, City Administrator <br /> <br />FROM: Jill Hutmacher, Community Development Director <br /> <br />SUBJECT: Selection of a Consultant for the TCAAP Master Planning Process <br /> <br />Budgeted Amount: Actual Amount: Funding Sources: <br />$450,000 discussed as an $426,004 Internal loan from PIR fund to <br />estimate be repaid with development <br />fees <br /> <br /> <br />Requested Action <br />Authorize staff to negotiate a contract with Kimley-Horn for the TCAAP AUAR, Master Plan, <br />and Regulations & Policies. <br /> <br />Discussion <br />On March 15, the City received five proposals for the TCAAP master planning process. Firms <br />which submitted proposals included Hoisington Koegler Group, Kimley-Horn and Associates, <br />Landform, SRF Consulting Group, and WSB & Associates. The proposals ranged in price from <br />$203,933 to $524,422. <br /> <br />A selection committee consisting of the City Administrator, Public Works Director, City <br />Planner, Community Development Director, Ramsey County Deputy County Manager, and <br />Ramsey County Director of Public Works reviewed the proposals and invited two firms, <br />Hoisington Koegler Group and Kimley-Horn and Associates, for interviews. <br /> <br />The interviews were held on March 29 and April 2. Following the interviews, the selection <br />committee discussed the proposals and the consultant teams and unanimously recommended that <br />the City enter into a contract with Kimley-Horn and Associates. <br /> <br />The selection committee made its recommendation based on the following factors. <br /> <br />Strength of the team. <br /> Kimley-Horn has proposed a consultant team that includes individuals <br />and sub-consultants with significant experience and reputations for top-quality work.
