Horn has partnered with Cunningham Group and Gateway Planning for the master plan and
regulations & policies.

Similar experience.
The consultant team and project leaders have worked on the Target North
Campus Master Plan (Brooklyn Park), the AUAR for the West End Redevelopment (St. Louis
Park), the Trinity Lakes Master Plan and Development Code (Fort Worth), and the Uptown
Small Area Plan (Minneapolis).

Understanding of the project.
The Kimley-Horn proposal demonstrated the clearest
understanding of the project and its challenges and opportunities.

Fresh insight and ideas.
Because Kimley-Horn did not work on the Ryan Plan or other TCAAP
planning and engineering projects, they bring fresh insight and new ideas to the project. Given
the elimination of the US 10 access point and market changes in the last several years, the
selection committee felt that the master planning process should not be constrained by the Ryan
Plan.

High value to cost ratio.
The Kimley-Horn proposal at $426,004 is the middle or median cost
of the five proposals. Although Hoisington Koegler proposed a lesser price ($320,000), the
selection team concluded that the strength of Kimley-
their detailed approach to the project that was outlined in the response to the Request for
Proposals makes Kimley-Horn the best choice for the TCAAP master planning process.

Recommendation
Authorize staff to negotiate a contract with Kimley-Horn for the TCAAP AUAR, Master Plan,
and Regulations & Policies and present the contract for City Council consideration at a future
meeting.

22
Page of
