Given <br />the elimination of the US 10 access point and market changes in the last several years, the <br />selection committee felt that the master planning process should not be constrained by the Ryan <br />Plan. <br /> <br />High value to cost ratio. <br /> The Kimley-Horn proposal at $426,004 is the middle or median cost <br />of the five proposals. Although Hoisington Koegler proposed a lesser price ($320,000), the <br />selection team concluded that the strength of Kimley- <br />their detailed approach to the project that was outlined in the response to the Request for <br />Proposals makes Kimley-Horn the best choice for the TCAAP master planning process. <br /> <br />Recommendation <br />Authorize staff to negotiate a contract with Kimley-Horn for the TCAAP AUAR, Master Plan, <br />and Regulations & Policies and present the contract for City Council consideration at a future <br />meeting. <br /> <br /> <br /> <br /> <br /> <br /> <br />22 <br />Page of <br /> <br />
