ARDEN HILLS CITY COUNCIL—FEBRUARY 11, 2013 2 3. STAFF COMMENTS A. TCAAP Update Community Development Director Hutmacher stated that Ramsey County and the City continue to work together to perform the preparation work for the TCAAP development project. She indicated that the County has issued a Limited Notice to Proceed to Bolander & Sons, Inc. which allows Bolander to begin working on the schedule, work plan, and permitting process. This process is anticipated to take approximately 60 to 90 days and it will occur prior to the County closing on the land with the General Services Administration (GSA). She further explained that the Limited Notice to Proceed allows Bolander to begin demolition shortly after the closing on the TCAAP property, which is scheduled to take place in April. Community Development Director Hutmacher indicated that on February 1, 2013, the City issued a Request for Proposal (RFP) for the TCAAP Alternative Urban Areawide Review (AUAR), Master Plan, and Regulations and Policies. She noted that the RFP is posted on the City's website, the League of Minnesota Cities' website, and the Minnesota Chapter of the American Planning Association's website. She stated that questions must be submitted in writing by noon on February 15th and a pre-proposal meeting will be held on February 21St. She explained that written responses to submitted questions will be distributed at the pre-proposal meeting and will also be available on the City's website. 4. January 14, 2013, City Council Work Session E. February 4, 2013, Special City Council Councilmember Werner indicated that his name is spelled incorrectly on page three of the January 14, 2013, City Council work session minutes. MOTION: Councilmember Holden moved and Councilmember Werner seconded a motion to approve the December 10, 2012, regular City Council meeting minutes; the December 17, 2012, City Council work session minutes; the December 17, 2012, special City Council meeting minutes, and the February 4, 2013, special City Council meeting minutes as presented; and the January 14, 2013, City Council work session minutes as amended.
