ARDEN HILLS CITY COUNCIL—FEBRUARY 11, 2013 2 <br /> 3. STAFF COMMENTS <br /> A. TCAAP Update <br /> Community Development Director Hutmacher stated that Ramsey County and the City <br /> continue to work together to perform the preparation work for the TCAAP development project. <br /> She indicated that the County has issued a Limited Notice to Proceed to Bolander & Sons, Inc. <br /> which allows Bolander to begin working on the schedule, work plan, and permitting process. This <br /> process is anticipated to take approximately 60 to 90 days and it will occur prior to the County <br /> closing on the land with the General Services Administration (GSA). She further explained that <br /> the Limited Notice to Proceed allows Bolander to begin demolition shortly after the closing on the <br /> TCAAP property, which is scheduled to take place in April. <br /> Community Development Director Hutmacher indicated that on February 1, 2013, the City <br /> issued a Request for Proposal (RFP) for the TCAAP Alternative Urban Areawide Review <br /> (AUAR), Master Plan, and Regulations and Policies. She noted that the RFP is posted on the <br /> City's website, the League of Minnesota Cities' website, and the Minnesota Chapter of the <br /> American Planning Association's website. She stated that questions must be submitted in writing <br /> by noon on February 15th and a pre-proposal meeting will be held on February 21St. She explained <br /> that written responses to submitted questions will be distributed at the pre-proposal meeting and <br /> will also be available on the City's website. <br /> 4. APPROVAL OF MINUTES <br /> A. December 10, 2012, Regular City Council <br /> B. December 17, 2012, City Council Work Session <br /> C. December 17, 2012, Special City Council <br /> D. January 14, 2013, City Council Work Session <br /> E. February 4, 2013, Special City Council <br /> Councilmember Werner indicated that his name is spelled incorrectly on page three of the <br /> January 14, 2013, City Council work session minutes. <br /> MOTION: Councilmember Holden moved and Councilmember Werner seconded a <br /> motion to approve the December 10, 2012, regular City Council meeting <br /> minutes; the December 17, 2012, City Council work session minutes; the <br /> December 17, 2012, special City Council meeting minutes, and the February 4, <br /> 2013, special City Council meeting minutes as presented; and the January 14, <br /> 2013, City Council work session minutes as amended. The motion carried <br /> unanimously (4-0). <br /> 5. CONSENT CALENDAR <br /> A. Motion to Approve Consent Agenda Item - Claims and Payroll <br /> B.
