ARDEN HILLS CITY COUNCIL—FEBRUARY 11, 2013 3 <br /> MOTION: Councilmember Holmes moved and Mayor Grant seconded a motion to <br /> approve the Consent Calendar as amended and to authorize execution of all <br /> necessary documents contained therein. The motion carried unanimously (4- <br /> 6. PULLED CONSENT ITEMS <br /> A. Planning Case 12-019— 1201 County Road E Development Agreement <br /> Councilmember Holden stated that the Development Agreement references the plan set which is <br /> included in the packet. She indicated that several of the plans reference future property and sewer <br /> lines, which is unacceptable since the Council has not agreed to a subdivision of the property. <br /> City Planner Beekman indicated that staff will ensure that the submission of the final plan set <br /> does not reference a future subdivision. <br /> MOTION: Councilmember Holden moved and Councilmember Holmes seconded a <br /> motion to approve the Development Agreement for the Master and Final PUD <br /> regarding the redevelopment of 1201 County Road E subject to the final plan <br /> set not referencing a future subdivision. <br /> Councilmember Holmes inquired if anything is currently happening with the parcel. <br /> Mayor Grant asked if there will be proof of parking. <br /> City Planner Beekman stated that the applicant is not intending to use proof of parking. <br /> The motion carried unanimously (4-0). <br /> 7. PUBLIC HEARINGS <br /> None. <br /> 8. NEW BUSINESS <br /> A. JDA Appointments <br /> Mayor Grant stated that the City and Ramsey County entered into a Joint Powers Agreement <br /> (JPA), which specifies how the redevelopment of TCAAP will take place. The JPA also specifies <br /> that its governing body will be the Joint Development Authority (JDA) Board. He noted that the <br /> JDA Board will consist of two members from the City Council, two members from the Ramsey <br /> County Board of Commissioners, and one resident of Arden Hills to be appointed by the City <br /> Council. He noted that the resident will serve as the Chair of the Board and will commit to a two- <br /> year appointment. <br /> Mayor Grant stated that Rafael Ortega and Blake Huffman were chosen as the two <br /> representatives from the Ramsey County Board of Commissioners. <br />
