AGENDA ITEM <br /> <br /> <br />MEMORANDUM <br /> <br />DATE: April 15, 2013 <br /> <br />TO: Honorable Mayor and City Councilmembers <br />Patrick Klaers, City Administrator <br /> <br />FROM: Jill Hutmacher, Community Development Director <br /> <br />SUBJECT: Tax Forfeited Property at 3208 Hamline Avenue North <br /> <br /> <br /> <br />Requested Action <br /> <br />Provide direction to staff on whether to move forward with the acquisition of 3208 Hamline <br />Avenue North. <br /> <br />Background <br /> <br />On December 10, 2012, the City Council approved a resolution requesting Ramsey County to <br />withhold tax-forfeited land located at 3208 Hamline Avenue North from public auction while the <br />City considered whether it should acquire the property. <br /> <br />Although cities could previously acquire tax-forfeited land for public open space at no cost, now <br />cities must pay "below market value" which is based on the parcel's value as conservation land. <br />Ramsey County has established a conservation land purchase price of $500.00 plus $92.65 for <br />fees and taxes. If the City moves forward with acquisition, staff recommends that a Phase I <br />Environmental Site Assessment be completed at a cost of $1,775. <br /> <br />-month hold expires on June 16, 2013. <br /> <br />Previous Assessments <br /> <br />This parcel was assessed $58,293.00 in 2003 as part of a PMP project. The property owner made <br />four payments of $5,829.30 each, but then stopped paying in 2007 with a remaining assessment <br />of $34,975.80. In 2012, the assessment balance including interest and fees was $43,632.31, but <br />that was voided through the forfeiture process. <br /> <br />The City may reassess the assessment balance including interest and fees to a new owner. <br />According to Ramsey County Property Records and Revenue, however, when tax-forfeited <br />12 <br />Page of <br /> <br />
