property is sold at auction, the new owner typically walks away from the property if it is <br />reassessed unless it is a high-value property that can support the amount of assessment. <br /> <br />Development Potential <br /> <br />regional storm water management, City staff <br />obtained soil borings and a site survey. Results indicated the presence of peat soils below fill. <br />Approximately 15% of the site lies beneath the 100-year flood elevation. The Assistant City <br />Engineer has concluded that the site is not suitable for regional storm water management, and <br />construction of any structure on the site would be difficult and costly. <br /> <br />Despite the challenges associated with the site, given the parcel's location nearby Lake Josephine <br />and land values in Arden Hills, it is possible that someone will buy the land at public auction and <br />come forward with a development proposal. Neighbors have opposed past proposals. The trees <br />on the parcel provide a good buffer from Highway 51. <br /> <br />Ramsey County notified the City on April 10, 2013, that the former property owner has inquired <br />about filing a repurchase application. If that were to occur, the property owner would be <br />required to pay all back taxes and assessments. The County Board would need to approve the <br />repurchase application. <br /> <br />Questions <br /> <br />1.Would the City Council prefer that this site be used for open space and a buffer between <br />Highway 51 and the residential neighborhood to the east? Or would the City Council <br />prefer that the parcel be made available for private development? <br /> <br />2.Would the City Council like to move forward with acquisition of the property?
