property is sold at auction, the new owner typically walks away from the property if it is
reassessed unless it is a high-value property that can support the amount of assessment.

Development Potential

regional storm water management, City staff
obtained soil borings and a site survey. Results indicated the presence of peat soils below fill.
Approximately 15% of the site lies beneath the 100-year flood elevation. The Assistant City
Engineer has concluded that the site is not suitable for regional storm water management, and
construction of any structure on the site would be difficult and costly.

Despite the challenges associated with the site, given the parcel's location nearby Lake Josephine
and land values in Arden Hills, it is possible that someone will buy the land at public auction and
come forward with a development proposal. Neighbors have opposed past proposals. The trees
on the parcel provide a good buffer from Highway 51.

Ramsey County notified the City on April 10, 2013, that the former property owner has inquired
about filing a repurchase application. If that were to occur, the property owner would be
required to pay all back taxes and assessments. The County Board would need to approve the
repurchase application.

Questions

1.Would the City Council prefer that this site be used for open space and a buffer between
Highway 51 and the residential neighborhood to the east? Or would the City Council
prefer that the parcel be made available for private development?

2.Would the City Council like to move forward with acquisition of the property? Or
should staff inform Ramsey County that the site should be placed on the public auction
list?

Attachments

A. Map of 3208 Hamline Avenue North
B.
