ARDEN HILLS CITY COUNCIL MARCH 11, 2013 2 <br /> <br />items were discussed at the meeting such as the appointment of the JDA Chair and Vice-Chair, <br />the establishment of the monthly meeting date as the first Monday of each month at 5:30 p.m., and <br />authorizing the hiring of legal and financial consultants. <br /> <br />City Administrator Klaers <br /> stated that Mike Norton, Kennedy and Graven, was selected as the <br />legal consultant, and Mark Ruff, Ehlers Inc., was chosen as the financial consultant. He noted that <br />working on the JDA Bylaws. A draft of the <br />bylaws will be discussed at the next JDA meeting on April 1, 2013. <br /> <br />City Administrator Klaers <br />noted that, as related to transportation funding, a House hearing on <br />March 6 was held regarding a companion bill to a senate bill that was heard in February. The bill <br />calls for $35 million in transportation improvements around the TCAAP site. <br /> <br />Councilmember Holden <br />indicated that the hearing went very well, and that Representative Barb <br />Yarusso was well received. She stated that the County Commissioners met with the House Chair <br />prior to the meeting. It has not been determined at this time if Transportation Economic <br />Development (TED) funding will be used, but other sources of funding are also being discussed. <br /> <br />Councilmember Holmes <br />indicated that she had a couple of questions regarding the Ramsey <br />County TCAAP Development Monthly Report dated February 2013. She noted that the report <br />talked about SAC credits, and she would like clarification as to what that means. <br /> <br />City Administrator Klaers <br />stated that the Sewer Availability Charge (SAC) is the payment of <br />fees to Met Council by the City for new connections to the sewer system. This fee is passed on by <br />the City to the developers. He indicated that credits have been given to this property based on <br />past sewer connections and usage. He noted that as businesses move into TCAAP, they will still <br />pay a sewer availability charge to the City and the City will then use this money for development <br />related expenses. <br /> <br />Director of Finance and Administrative Services Iverson <br />explained that when a building is <br />constructed, a sewer access charge is paid at the time of construction. If a building is demolished <br />and a new building is rebuilt on the site, credit is given for the sewer connections that were paid <br />during the original construction. When SAC credits exist, they are netted against the new sewer <br />connection charges. <br /> <br />Public Works Director Maurer <br />stated that money collected by the City for SAC credits will be <br />used to recover costs associated with bringing sewer and water services to the TCAAP site. <br /> <br />Councilmember Holmes <br />inquired why prosecution responsibilities related to TCAAP are being <br />assigned to the City of Arden Hills when Ramsey County has such a large legal staff, and why that <br />decision made. <br /> <br />City Administrator Klaers <br />stated that he will be talking with the Ramsey County Sheriff to <br />determine what type of p <br /> <br />Councilmember Holmes <br />stated that the responsibility of prosecution services being given to the <br />City is an affirmative statement in this newsletter yet staff does not know much about it. <br /> <br />
