ARDEN HILLS CITY COUNCIL MARCH 11, 2013 3 City Administrator Klaers indicated that he will verify with the City Attorney, but he believes that there will be no change in our current practice and that what criminal charges are currently being prosecuted by the City will continue to be prosecuted by the City. Mayor Grant requested that staff research the responsibility of the City regarding prosecution services to get better clarification. Discussion continued regarding litigation and prosecution services on the TCAAP property. B.Transportation Update Public Works Director Maurer stated that the US 10 / Hwy 96 construction will begin in approximately two to three weeks. He noted that MnDOT has already opened and awarded the bid for the project. Public Works Director Maurer noted that the preconstruction meeting will be held on Monday, March 18,and staff will be in attendance. Additionally, the County and MnDOT have scheduled an open house on March 26 to be held at City Hall in the Council Chambers from 4 to 7 p.m. He stated that the open house will allow the public and local businesses the opportunity to talk with representatives from MnDOT, the County, and City staff regarding the project. He indicated that postcard notices have been sent out by MnDOT, as have email updates. Public Works Director Maurer stated that an exact date of the Hwy 96 closure is unknown at this time, but he hopes to find out more information at the preconstruction meeting. He noted that a requirement within the contract states that within 90 days of closing Hwy 96, the traffic movement from westbound Hwy 96 to westbound US 10 needs to be open. Therefore, that ramp will need to be open, but the rest of the intersection will remain closed until mid November. Public Works Director Maurer noted that the City website contains information about the project as well as links to the County and websites. He encouraged those who have not signed up for email Public Works Director Maurer stated that this project was combined with an overlay project of US 10. In essence, once construction has been completed, I-694 and Hwy 96 will have been reconstructed at this intersection and portions of US 10 that were not involved in the project will receive a new overlay. It will result in a new road from I-694 to I-35W. Public Works Director Maurer stated that the intersection of County Road F and Hamline Avenue is scheduled to have the all-way stop replaced with a permanent signal system. He stated that the preconstruction meeting has been held and equipment will be available sometime in April. He noted that it should take less than two weeks for the signal to be up and operational.
