Consent MEMORANDUM DATE: April 29, 2013 TO: Honorable Mayor and City Council Members Patrick Klaers, City Administrator FROM: Meagan Beekman, City Planner SUBECT:Community Cleanup Day Agreement Requested Action Approve the Shoreview/Arden Hills Cleanup Day Agreement. Background The City of Arden Hills has been partnering with the City of Shoreview for the community cleanup day event for many years. The event is held twice a year and is located in Arden Hills at the Ramsey County Public Works Facility. Historically, Shoreview has managed the event and billed Arden Hills for 1/3 of the cost. The proportion has been based on the approximate proportion of total Arden Hills residents to Shoreview residents. In addition, Shoreview has provided 4-6 maintenance workers and Arden Hills has provided 2-4 maintenance works plus a front loader. The Shoreview and Arden Hills maintenance staff and equipment are provided in-kind and no charges are incurred by either city for this cost. Shoreview also has historically collected all of the participant fees during the event. As part of this responsibility they separate out Arden Hills revenue and return it to the City where it goes back into the Recycling Enterprise fund to help cover the cost of the event. The arrangement between the cities has always been based on verbal agreements. Staff from both communities agree that having a formal agreement that outlines the roles and responsibilities of each city, along with the liability and compensation arrangements is a good idea.
