ARDEN HILLS CITY COUNCIL—MAY 28, 2013 4 <br /> Public Works Director Maurer stated that at the April 15, 2013, work session meeting, staff <br /> presented some options for the development of the triangle property and the installation of the <br /> City's first gateway sign. Based on that discussion and Council comments, staff has further <br /> refined the concept and prepared cost estimates for the various components. He reviewed a <br /> detailed list of work that has been completed on the site to prepare it for a gateway sign. <br /> Public Works Director Maurer reviewed an updated concept plan along with the proposed site <br /> improvements with estimated budget amounts with the Council. He noted that the CIP has <br /> $25,000 for the purchase, installation, and other ancillary items for each gateway sign location. <br /> He indicated that the triangle property is larger than anticipated and as such, the cost range for the <br /> proposed improvements will be $27,000 to $32,000. He requested that the Council discuss the <br /> updated concept plan and provide direction to staff. It was noted that Presbyterian Homes will be <br /> donating $2,500 to assist in the expense of irrigating the triangle property and planting the trees on <br /> the site at their cost. <br /> Councilmember Holden asked if there will be a fence on the property. <br /> Public Works Director Maurer recommended that a fence not be installed as this would become <br /> an ongoing maintenance issue. Instead, staff is suggesting a sign be posted noting the area is City <br /> property. <br /> Councilmember Holmes stated that additional park benches may be needed in the future. She <br /> questioned how the Ramsey County owned portion of the triangle parcel will be improved. <br /> Public Works Director Maurer indicated that the City will contact the County to see if this area <br /> could be improved with colored concrete or pavers. However, this expense is not included in the <br /> estimated cost for the proposed improvements. <br /> Councilmember Holden questioned how much it would cost to irrigate the triangle property. <br /> Public Works Director Maurer stated that his original quote was between $4,500 and $6,000. <br /> He reiterated that $2,500 of this expense will be covered by the Presbyterian Homes donation. <br /> Councilmember Holmes thought the game table would be a nice amenity for this parcel. <br /> Councilmember Holden expressed concern with children crossing over to the property given the <br /> high level of surrounding traffic. She recommended that the triangle parcel have sod rolled out to <br /> assure the site has turf properly established. <br /> Councilmember Holmes suggested that the parcel be hydro-seeded to reduce the overall expense <br /> of the project. <br /> The Council reviewed each of the six proposed improvements identified in the staff report. <br /> MOTION: Councilmember Holden moved and Councilmember Holmes seconded a <br /> motion to approve the development of the triangle property based on the <br /> revised concept plan as noted in the Staff Memo dated May 28, 2013. <br />
