ARDEN HILLS CITY COUNCIL—MARCH 11, 2013 3 <br /> City Administrator HIaers indicated that he will verify with the City Attorney, but he believes <br /> that there will be no change in our current practice and that what criminal charges are currently <br /> being prosecuted by the City will continue to be prosecuted by the City. <br /> Mayor Grant requested that staff research the responsibility of the City regarding prosecution <br /> services to get better clarification. <br /> Discussion continued regarding litigation and prosecution services on the TCAAP property. <br /> B. Transportation Update <br /> Public Works Director Maurer stated that the US 10 / Hwy 96 construction will begin in <br /> approximately two to three weeks. He noted that MnDOT has already opened and awarded the <br /> bid for the project. <br /> Public Works Director Maurer noted that the preconstruction meeting will be held on Monday, <br /> March 18, and staff will be in attendance. Additionally, the County and MnDOT have scheduled <br /> an open house on March 26 to be held at City Hall in the Council Chambers from 4 to 7 p.m. He <br /> stated that the open house will allow the public and local businesses the opportunity to talk with <br /> representatives from MnDOT, the County, and City staff regarding the project. He indicated that <br /> postcard notices have been sent out by MnDOT, as have email updates. <br /> Public Works Director Maurer stated that an exact date of the Hwy 96 closure is unknown at <br /> this time, but he hopes to find out more information at the preconstruction meeting. He noted that <br /> a requirement within the contract states that within 90 days of closing Hwy 96, the traffic <br /> movement from westbound Hwy 96 to westbound US 10 needs to be open. Therefore, that ramp <br /> will need to be open, but the rest of the intersection will remain closed until mid November. <br /> Public Works Director Maurer noted that the City's website contains information about the <br /> project as well as links to the County's and MnDOT's websites. He stated that anyone who <br /> signed up for MnDOT's project updates via their website will continue to receive information <br /> regarding the US 10 / Hwy 96 project. He encouraged those who have not signed up for email <br /> notifications to do so on MnDOT's website. <br /> Public Works Director Maurer stated that this project was combined with an overlay project of <br /> US 10. In essence, once construction has been completed, I-694 and Hwy 96 will have been <br /> reconstructed at this intersection and portions of US 10 that were not involved in the project will <br /> receive a new overlay. It will result in a new road from I-694 to 1-35W. <br /> Public Works Director Maurer stated that the intersection of County Road F and Hamline <br /> Avenue is scheduled to have the all-way stop replaced with a permanent signal system. He stated <br /> that the preconstruction meeting has been held and equipment will be available sometime in April. <br /> He noted that it should take less than two weeks for the signal to be up and operational. <br /> Councilmember Werner stated that he was driving on Old Highway 10 to Hwy 96 and saw a <br /> sign regarding a temporary closing of Old Highway 10 in the future and he wondered what that <br /> was about. <br />
