ARDEN HILLS CITY COUNCIL—MAY 13, 2013 6 <br /> MOTION: Mayor Grant moved and Councilmember Holmes seconded a motion to <br /> authorize accepting the proposal, on an hourly basis from Elfering and <br /> Associates, not to exceed $64,000, for construction services (Resident <br /> Inspector and Survey Crew) for the 2013 PMP working under the direction of <br /> John Anderson, Assistant City Engineer. The motion carried (5-0). <br /> 9. NEW BUSINESS <br /> A. Planning Case Sign Standard Adjustments—Ramsey County <br /> Community Development Intern Bachler stated that the applicant has requested a site plan <br /> review for a sign standard adjustment that will allow for a deviation from the Sign Code for <br /> temporary freestanding signage on the Twin Cities Army Ammunition Plant (TCAAP) site owned <br /> by Ramsey County. He commented that Ramsey County is proposing to install four temporary <br /> freestanding signs, each measuring 32 square feet in total sign area, on the TCAAP site owned by <br /> Ramsey County. <br /> Community Development Intern Bachler explained that the real estate closing for the transfer <br /> of the TCAAP site from the U.S. Army to Ramsey County was completed on April 15, 2013. <br /> Ramsey County has contracted Carl Bolander and Sons Co. to carry out demolition work and site <br /> remediation in order to prepare the site for future development. These activities are scheduled to <br /> commence in May 2013, and take approximately 30 months. The proposed sign includes graphics <br /> and text that help explain to the public the nature of the work being done on the site and how to <br /> obtain more information about the project. <br /> Community Development Intern Bachler indicated the sign area for each sign will measure 8 <br /> feet by 4 feet, an area of 32 square feet. The signs will be located in four separate locations around <br /> the site. Ramsey County has provided the City with a map showing the precise location of each <br /> sign: <br /> 1. Highway 96 between Highway 10 and Snelling Avenue N. <br /> 2. Gate 4 on Highway 10 <br /> 3. Eastern terminus of County Road H <br /> 4. Northwestern corner of the Rice Creek Trail Corridor <br /> Community Development Intern Bachler stated Section 1260.01 of the Sign Code permits <br /> adjustments to sign height, number, type, lighting, area, and/or location through the site plan <br /> review process if criteria number 1 or 2 is met and that the required criteria number 3 is met. In <br /> this case, criteria 1 and 3 are most applicable. The criteria are as follows: <br /> 1. There are site conditions which require a sign adjustment to allow the sign to be <br /> reasonably visible from a street immediately adjacent to the site; or, <br /> 2. The sign adjustment will allow a sign of exceptional design or a style that will enhance the <br /> area or that is more consistent with the architecture and design of the site; and <br />
