<br />3.Eastern terminus of County Road H <br /> <br />4.Northwestern corner of the Rice Creek Trail Corridor <br /> <br />Section 1250.02 of the Sign Code regulates the use of temporary on-premise signage. The <br />TCAAP property falls within two separate sign districts. The portion of the property fronting <br />Highway 96 is in Sign District 6. The remainder of the property is in Sign District 9. One of the <br />proposed sign locations is within District 6, while the other three are within District 9. <br /> <br />The Sign Code permits one temporary freestanding sign not exceeding 22.5 square feet in area <br />on the portion of the property fronting Highway 96. Temporary freestanding signs are not <br />permitted on the remainder of the site. <br /> <br />The applicant has proposed to display the signs for the duration of the demolition and <br />remediation project on the TCAAP site, approximately 30 months. The Sign Code allows the <br />property to display a permitted temporary sign for no more than 30 days per calendar year. <br /> <br /> <br />Findings of Fact <br /> <br /> <br />The Planning Commission offers the following thirteen findings of fact for review: <br /> <br /> <br />1.The property is located in the Mixed Business and Single Family Residential Zoning <br />Districts. <br /> <br />2.The property is located in Sign District 6 and Sign District 9. <br /> <br />3.In Sign District 6, one temporary freestanding sign is permitted up to 22.5 square feet. <br />The sign may be in place for up to 30 days per calendar year. <br /> <br />4.In Sign District 9, no temporary freestanding signs are permitted. <br /> <br />5.Ramsey County is proposing four temporary freestanding signs. <br /> <br />6.The proposed signs would measure 8 feet by 4 feet with a sign area of 32 square feet. <br /> <br />7.The proposed signs would be displayed for the duration of the demolition and <br />remediation project on the TCAAP site. <br /> <br />8.Section 1260 of the Sign Code permits deviation from the Sign Code through the Site <br />Plan Review process. <br /> <br />9.Site conditions limit the visibility of signs from adjacent roadways. <br /> <br />10.Restrictions on temporary <br />to share information about the TCAAP project with the public. <br /> <br />11.Sign Code regulations on the permit length of temporary signage would limit Ramsey <br /> <br /> <br />12.The sign adjustment will not result in a sign that is inconsistent with the purpose of the <br />Mixed Business and Single Family Residential Zoning Districts. <br /> <br />13.The sign would not have a negative impact on adjacent properties or the City as a whole <br />because providing information about the TCAAP project is a public benefit. <br /> <br /> <br /> <br />______________________________________________________________________________ <br />City of Arden Hills <br />City Council Meeting for May 13, 2013 <br />23 <br />Page of <br />
