AGENDA ITEM <br /> <br /> <br />MEMORANDUM <br /> <br />DATE: May 21, 2013 <br /> <br />TO: Parks Trails and Recreation Committee <br /> <br />FROM: Michelle Olson, Parks and Recreation Manager <br /> <br />SUBJECT: Freeway Park Enhancements <br /> <br /> <br /> <br />Requested Action <br /> <br />To review the Freeway Park Enhancements and recommend a proposed project in order for staff <br />to include in the Capital Improvement Program for 2014. <br /> <br />Background <br /> <br />At the November PTRC meeting, the committee discussed improvements for Freeway Park. <br />Staff provided a list of potential improvements for consideration. The committee presented <br />these potential improvements to the Council at the joint work session. Council seemed open to <br />considering enhancements for the Capital Improvement Program. Attached is a diagram of the <br />proposed improvements (Attachment A) and below is a summary and cost estimate: <br /> <br /> Remove fencing along perimeter of park <br />1.- Staff does not recommend replacing the <br /> <br />fencing. <br /> <br /> Remove gate and fencing between parking lot and pleasure rink <br />2.- The fencing <br /> <br />and gates will no longer be necessary with the addition of curb and gutter <br /> <br /> <br /> Increase parking lot area, pave, stripe and add curb and gutter - <br />3.The curb will <br />provide the proper drainage and eliminate the need for the gate and chain link fence. <br /> <br /> Move outdoor bathroom enclosure south to accommodate parking lot expansion <br />4. <br /> <br /> Water quality treatment (Rain garden around park sign) <br />5.- The Committee <br />suggested a soil sample and landscaping of some sort. In conjunction with the <br />parking lot improvements, the drainage will need to be treated and a rain garden <br />added to the north of the hockey rink, surrounding the park sign. This would <br />
