Chapter 10 Protected Resources: <br /> <br />lakes, wetlands, and other unique or significant natural resources. <br /> <br />The Comprehensive Plan identifies a total of 576 acres of park and open space land, and <br /> (P/OS) as an existing and future land use designation. Park <br />and open spaces are defined in the plan as The City owns <br />and maintains 15 of these parks, which cover 145 acres. Ramsey County Parks and Recreation <br />manages the remaining 431 acres of park and open space land. This land is contained in two <br />regional parks Tony Schmidt Regional Park and Rice Creek North Regional Trail. <br /> <br />Park Preserve (PP) is an additional existing and future land use designation applied to open <br />space areas in the City. Park preserves <br />designated as natural or scenic areas that are to be <br />total of 1,472 acres are categorized as park preserve in the plan, all of which are located on the <br />Arden Hills Army Training Site (AHATS), which consists of the eastern portion of the former <br />TCAAP property. <br /> <br />Currently there is not a distinct district set aside for parks or open space areas within the Zoning <br />Code. These facilities are integrated into residential or business-oriented zoning districts as <br />permitted or conditional uses. One way that the City could better protect its parks and open <br />spaces is through the creation of separate districts for these uses. This would allow the City to <br />provide clearer guidance for the regulation of such areas. A park and open space district and park <br />preserve district would also assist in the implementation of the 2030 Comprehensive Plan by <br />solidifying its objectives within the Zoning Code. The outcome would be greater consistency <br />between the adopted Comprehensive Plan, future land use map, and zoning regulations. <br /> <br />Staff looked at several other cities across the Twin Cities metropolitan region to gain a sense of <br />how other communities regulate park and open space land. Burnsville, Brooklyn Park, Roseville, <br />Shoreview, White Bear Lake, and Mounds View are examples of cities that regulate parks and/or <br />open space through the zoning code: <br /> Burnsville <br /> has two open space districts: a Park District and a Conservancy District. <br /> Brooklyn Park <br /> zones parks separately in their Conservancy District. <br /> Roseville <br /> has a Park and Recreation District. <br /> Shoreview <br /> has an Open Space District. <br /> White Bear Lake <br /> has an Open Space Conservation District and a Public Facilities <br />District. <br /> Mounds View <br /> has a Conservancy, Recreation, and Preservation District <br /> <br />There is variety in the purpose, length, and specificity of these ordinances, with some regulations <br />having greater relevance than others in terms of their alignment land use <br /> <br /> <br />City of Arden Hills <br />City Council Meeting for May 28, 2013 <br /> <br /> <br />Page 2 of 4 <br />
