objectives. Staff inventoried and consolidated permitted uses, conditional uses, accessory uses, <br />procedures, and other provisions outlined in the sample of communities. Using the objectives of <br />the 2030 Arden Hills Comprehensive Plan in conjunction with the inventory of other <br />communities, Staff prepared working drafts for the possible adoption of a new Parks and Open <br />Space (P/OS) and Park Preserve (PP) zoning district to guide the regulation of parks and open <br />space areas in the city of Arden Hills. <br /> <br /> <br />Discussion <br /> <br />The drafts for the proposed Park and Open Space Ordinance and Park Preserve Ordinance <br />include three primary sections: <br /> <br /> <br />1.A description of the intent of the ordinance; <br /> <br />2.A subdivision outlining permitted and conditional uses; and <br /> <br />3.A subdivision listing special regulations. <br /> <br />The intent of the ordinances and the list of permitted uses were designed to give the City <br />. <br />sufficient fl <br /> <br />Staff is requesting additional guidance on the following questions: <br /> <br /> <br />Do the ordinances adequately address privately-owned park and open space land uses? <br /> <br />Should the ordinance language on permitted uses be more prescriptive or more general? <br /> <br />Are stronger development and design standards needed to adequately protect sensitive <br />natural areas? <br /> <br />Staff has included a working draft of the Parks and Open Space (P/OS) Ordinance and the Park <br />Preserve (PP) Ordinance for Council review (Attachment A). The Planning Commission <br />reviewed a previous version of the draft P/OS and PP Ordinance on April 3, 2013 (Attachment <br />B). The ordinances were also presented to the Parks, Trails, and Recreation Committee (PTRC) <br />on April 16, 2013 (Attachment C). Comments provided by the Planning Commission and the <br />PTRC have been incorporated into the current drafts. <br /> <br />Staff is requesting that the City Council review the attached black-lined versions of the drafts <br />and provide comment and direction. Based on the discussion this evening, staff will revise the <br />draft ordinances before bringing them back to the Planning Commission.
