Attachment A 1320.13 Parks and Open Space (P/OS) District Special Requirements for the . The Parks and Open Space District is intended to apply to publicly or privately owned lands that provide recognized outdoor recreational or open space resources for public use. Areas included in the district are to be kept undeveloped due to their value as recreational land, surrounding land uses, restrictive water tables, drainage and soil conditions, topography, significant and valuable vegetation and/or wildlife habitat. A comprehensive system of parks and open space is meant to contribute to public wellbeing by enhancing active and passive outdoor recreational opportunities, preserving sensitive natural areas and wildlife habitat, and preventing the overcrowding of land. Subd. 1 Permitted Uses. The following uses are permitted within the P/OS District: A.City-owned park facilities and recreational uses. B.Trail systems. C.Gardens, public or community (flower or vegetable) D.City-sponsored events. E.Essential services, renewable energy systems, and utilities. Subd. 2. Conditional Uses. The administrative and review procedures established in Section 1355.04 Subd. 3, Conditional Use Permits shall be followed for any proposed building, structure, or land use that is considered conditional in the P/OS District. A.The following uses are conditional within the P/OS District: 1)Privately-owned park facilities and recreational amenities. 2)Public uses other than those specified in Section 1320.13, Subd. 1. B.Proposed conditional uses will be evaluated by the City Council based on the following considerations: 1)The effect of the proposed use upon the health, safety, convenience and general welfare of the owners and occupants of surrounding land. 2)The compatibility of the proposed use with the natural features and recreational amenities of the Parks and Open Space District area.
