<br />Attachment A <br /> <br />1320.13 Parks and Open Space (P/OS) District <br />Special Requirements for the . <br />The Parks and Open Space District is intended to apply to publicly or privately owned lands that <br />provide recognized outdoor recreational or open space resources for public use. Areas included <br />in the district are to be kept undeveloped due to their value as recreational land, surrounding land <br />uses, restrictive water tables, drainage and soil conditions, topography, significant and valuable <br />vegetation and/or wildlife habitat. A comprehensive system of parks and open space is meant to <br />contribute to public wellbeing by enhancing active and passive outdoor recreational <br />opportunities, preserving sensitive natural areas and wildlife habitat, and preventing the <br />overcrowding of land. <br /> <br />Subd. 1 <br />Permitted Uses. The following uses are permitted within the P/OS District: <br /> <br /> <br />A.City-owned park facilities and recreational uses. <br /> <br />B.Trail systems. <br /> <br />C.Gardens, public or community (flower or vegetable) <br /> <br />D.City-sponsored events. <br /> <br />E.Essential services, renewable energy systems, and utilities. <br /> <br />Subd. 2. <br />Conditional Uses. The administrative and review procedures established in <br />Section 1355.04 Subd. 3, Conditional Use Permits shall be followed for any proposed <br />building, structure, or land use that is considered conditional in the P/OS District. <br /> <br /> <br />A.The following uses are conditional within the P/OS District: <br /> <br /> <br />1)Privately-owned park facilities and recreational amenities. <br /> <br /> <br />2)Public uses other than those specified in Section 1320.13, Subd. 1. <br /> <br /> <br />B.Proposed conditional uses will be evaluated by the City Council based <br />on the following considerations: <br /> <br /> <br />1)The effect of the proposed use upon the health, safety, convenience <br />and general welfare of the owners and occupants of surrounding <br />land. <br /> <br /> <br />2)The compatibility of the proposed use with the natural features and <br />recreational amenities of the Parks and Open Space District area. <br /> <br /> <br /> <br />
