ARDEN HILLS CITY COUNCIL—APRIL 8, 2013 4 <br /> B. Union Contract Negotiations <br /> Director of Finance and Administrative Services Iverson explained the Council met in closed <br /> session on March 25, and again this evening to discuss the union contract. She indicated the <br /> union voted to accept the City's offer. Staff recommended the Council approve the three year <br /> union contract. <br /> MOTION: Councilmember McClung moved and Councilmember Holmes seconded a <br /> motion to approve the three-year 2013-2015 union contract dated March 25, <br /> 2013. The motion carried (4-0). <br /> C. Street Improvement District Bill <br /> Mayor Grant stated the League of Minnesota Cities supports proposed legislation regarding <br /> street improvements and has asked its member cities to also show support by passing a Council <br /> resolution. He discussed the street improvement district bill in detail and requested the Council <br /> approve the resolution of support. <br /> Councilmember Werner questioned how funds will be collected to support these improvements. <br /> Mayor Grant noted the funds will be collected through property taxes. He indicated this item has <br /> been proposed for several years and has finally earned enough support in both the House and <br /> Senate. <br /> Councilmember McClung asked if the bill required the entire City to be within the street <br /> improvement district, or if certain areas of the City could be selected. <br /> Mayor Grant stated it was his understanding that districts could be established throughout the <br /> City. <br /> MOTION: Councilmember Holmes moved and Councilmember Werner seconded a <br /> motion to adopt Resolution No. 2013-019, a Resolution Supportiny-Legislation <br /> Authorizing the Establishment of Municipal Street Improvement Districts. <br /> The motion carried (4-0). <br /> 9. UNFINISHED BUSINESS <br /> A. Consider 2013 PMP Bids and the Following Resolutions: <br /> • Resolution 2013-017 Declaring the Amount to be Assessed and <br /> Ordering Preparations of the Assessment Roll <br /> • Resolution 2013-018 Setting Date for Assessment Hearing <br /> Assistant City Engineer Anderson stated on March 11, 2013 the Council approved plans and <br /> specifications and ordered the advertisement for bids for the 2013 Pavement Management <br /> Program. Bids were solicited during March and opened on Tuesday, April 2, 2013. It was noted a <br /> portion of the costs for the 2013 PMP project are proposed to be assessed against the benefitting <br />
