ARDEN HILLS CITY COUNCIL—APRIL 8, 2013 5 properties according to the City's Assessment Policy. In order to assess these costs, the City must follow the process outlined in State Statute 429. Assistant City Engineer Anderson indicated the next step in the process after the bids are opened is to declare the amount of the cost to be assessed and to set the date for the assessment hearing. A public hearing prior to adopting the assessment is a requirement of the statute. Staff reviewed the bid results noting the low bid was $723,366.70 and was submitted by North Valley, Inc. who has successfully completed similar projects in the past. The engineering and overhead costs were then reviewed in detail along with the anticipated assessment amounts for this project. The total project costs are estimated to be $937,523.26. Staff recommended the Council declare the amount to be assessed as $213,659.64 and order preparation of the assessment roll, in addition to setting the date for the assessment hearing as May 13, 2013. Councilmember McClung asked when the bid will be accepted. Assistant City Engineer Anderson explained this will be done on May 13, 2013, after the assessment hearing. Public Works Director Maurer commented that detailed lot information will be provided to the Council prior to the assessment hearing as there are some unique lots within the planned project area. MOTION: Councilmember Werner moved and Councilmember McClung seconded a motion to adopt Resolution No. 2013-017, a Resolution Declaring Cost to be Assessed and Ordering Preparation of Assessment Roll. The motion carried (4-0). The motion carried (4-0). 10. COUNCIL COMMENTS Councilmember McClung noted the Ramsey County Friends of the Park tree sale is going on at this time. The order deadline is April 19th and information is available on the City's website. Councilmember Werner stated the Economic Development Commission is seeking volunteers at this time and they meet on the first Wednesday of each month at 8:00 a.m. He encouraged those interested to contact City Hall. Councilmember Holmes indicated on Saturday, April 201h Earth Day will be celebrated. A clean up event will be held at Tony Schmidt Park from 9:00-11:00 a.m. Councilmember Holmes stated there are now no parking signs on the south side of the street along County Road E2 near the office complex.
