Kimley-Horn has drafted a Public Involvement Plan (PIP) (attached) which describes <br />the following: <br />The purpose of the PIP; <br />The roles and responsibilities of City staff, the Planning Commission, City Council, <br />Ramsey County, and the Joint Development Authority; <br />The goals, objectives, and expected outcomes of the public involvement process; <br />Project stakeholders; <br />Public involvement techniques; <br />Project schedule; and <br />The evaluation of public involvement techniques and outcomes. <br />Due to previous public input opportunities and the amount of data already compiled, the RFP <br />document, which was reviewed by the City Council on January 28, 2013, stated the following: <br />Formalplanning efforts for the site go back to the early 1990’s.
