CONSENT ITEM 5-H <br /> <br /> <br />MEMORANDUM <br /> <br />DATE: June 24, 2013 <br /> <br />TO: Honorable Mayor and City Councilmembers <br />Patrick Klaers, City Administrator <br /> <br />FROM: Sue Iverson, Director of Finance and Administrative Services <br /> <br />SUBJECT: Authorization To Contract with Springsted, Inc. for a Position Classification and <br />Compensation Study <br /> <br />Budgeted Amount: Actual Amount: Funding Sources: <br /> <br />N/A$9,670General Fund <br /> <br />Requested Action <br /> <br />Authorization to contract with Springsted, Inc. to conduct a position classification and <br />compensation study in an amount not to exceed $9,670 which includes expenses. <br /> <br />Background <br /> <br />The City last did a market study and upgraded job position descriptions with an outside <br />consultant in 2007 which resulted in a new compensation system, upgraded classifications and <br />looked at our Pay Equity compliance. <br /> <br />The Personnel Committee met on March 11 and decided that a new study would be appropriate <br />given the changes in staff and duties since that time. We also are scheduled to report on Pay <br />Equity for year-ended December 31, 2013, next spring. To ensure that we are in compliance, the <br />committee recommends that we go out for RFPs (Request for Proposals) for consulting firms <br />who specialize in this work. <br /> <br />At the March 25, 2013 City Council meeting, the City Council authorized staff to go out for <br />-evaluate position classifications, do a current market study, and <br />evaluate our pay equity compliance (see Attachment A). <br /> <br />Staff received three proposals and interviewed all three firms. The bids were as follows: <br />Bjorklund Compensation Consulting $11,450 - $15,450 <br />Keystone Compensation Group, LLC $11,000 - $12,750 <br />Springsted, Inc. $8,920 plus expenses not to exceed $750 <br />12 <br />Page of <br /> <br />
