ARDEN HILLS CITY COUNCIL MAY 13, 20134 <br /> <br />Councilmember Holden <br /> questioned why 3121 Ridgewood Road is not being assessed. <br /> <br />Assistant City Engineer Anderson <br /> stated that this property was fully assessed by the City of <br />Roseville during a previous street improvement project. <br /> <br />Mayor Grant <br /> opened the public hearing at 7:36 p.m. <br /> <br />Angela Hames <br />, 1839 Venus Avenue, explained that she is speaking on behalf of her father-in-law <br />(Douglas Hames) who lives at 3121 Ridgewood Road. She presented the Council with a handout <br />and then discussed the exclusion of her in-property in detail with the Council. She also <br />described the actions taken by the City of Roseville. <br /> <br />Julianna Sorenson <br />, 3137 Ridgewood Road, asked why the assessment payback period was <br />reduced from 10 years to seven years. She thought the interest rate was too high. She requested <br />further information about the trees that have been tagged in her neighborhood. <br /> <br />Assistant City Engineer Anderson <br /> explained that the more costly option would have been <br />assessed over 10 years, but the reclamation option, which will be completed for this project, will <br />be assessed over seven years. He indicated that residents may work with the City on a repayment <br />plan. He noted the trees marked in this neighborhood have been identified by a forester as having <br />bad health and those within the boulevard should be removed. He stated that he is willing to <br />review the trees <br /> <br />Joan Ablieter <br />, 1488 Glenhill Road, commented that she has three ash trees in her yard that <br />should be looked at by the City. <br /> <br />Lisa Klockziem <br />, 3137 Ridgewood Road, questioned how the tagged trees will be removed and <br />who will cover the expense. She asked how the interest rate for the assessment was determined <br />by the City of Arden Hills. <br /> <br />Assistant City Engineer Anderson <br /> stated that the City will cover the expense of removing the <br />tagged trees within the boulevard. He noted that the City will work with them if property owners <br />want to save a tree. <br /> <br />Public Works Director Maurer <br /> explained that the proposed calculation of interest rate (2% <br />above current rate of return) has been used for previous projects. <br /> <br />Mayor Grant <br /> closed the public hearing at 7:48 p.m. and thanked the public for their comments. <br /> <br />8. UNFINISHED BUSINESS <br /> <br />A. 2013 Pavement Management Program (PMP) <br /> <br />Assistant City Engineer Anderson <br />stated that on March 11, 2013, the Council adopted a <br />Resolution approving the plans and specifications and ordering the advertisement for bids for the <br />2013 Pavement Management Program (PMP). Bids were solicited during March and opened on <br />Tuesday, April 2, 2013. He explained that a portion of the costs for the 2013 PMP project are <br />
