4 <br />shouldbetreateddifferentlythananewlyconstructedbuilding.Thefocuswasmoreonthetotal <br />unitsratherthanthesquarefootageofeachunit.SincethisisaPUD,flexibilitycanbegranted <br />in this area. <br />ChairLarsonstatedthereisnosubdivisiononthisproperty.CityPlannerMeaganBeekman <br />stated that was correct.Chair Larson stated he does not see parking as being an issue. <br />CommissionerHolewaaskedaboutthetwoturnlanesandwhethertheywouldbedonebythe <br />County.CityPlannerMeaganBeekmanstatedthathasnotbeenthoroughlydecided.Itwould <br />beaCountyprogramandmaybeconstructedasPhaseIimprovementsonCountyRoadEand <br />theCitymaybeconstructingpartsofthis.CommissionerHolewaquestionedwhereinthestaff <br />reportwastherecommendationforapprovalnoted.CommissionerHolewaalsoaskedabout <br />parkdedicationandconfirmedonlywhenalotissplit.CommissionerHolewaalso <br />confirmed that the applicant is planning a sidewalk. <br />CityPlannerBeekmanstatedthatthelackofarecommendationwasanoversightinthememo, <br />andthatStaffwasrecommendingapprovalforthePlanningCase.Sheconfirmedthatthe <br />applicantwillbeconstructingasidewalkonLexingtonAvenueandthattheapplicantwouldbe <br />payingforasidewalkonCountyRoadE,butthattheCitywouldconstructthesidewalkwhen <br />the County Road E streetscaping project moved forward. <br />CommissionerHolewaaskedaboutawatermain.CityPlannerMeaganBeekmanstatedtheCity <br />PublicWorksEngineerhadsuggestedawatermainbeconstructedinapreviousapplication.He <br />feltthewatermainwouldbemoretiedtoasubdivision.CommissionerHolewanotedthetraffic <br />studyshowedanassumed10%reductionintripsbasedonmodeshareand0%reductionbased <br />onpass-bytrips.CityPlannerMeaganBeekmanstatedtheDirectorofPublicWorksissatisfied <br />withthetrafficstudy.CommissionerHolewastatedthetrafficstudyconcludedthattheproposed <br />redevelopment would not have a significant impact on intersection operations in the area. <br />CommissionerThompsonaskedabouttheparkingstallinthefront(28stalls)andifthatwas <br />sufficientparkinglotsfortheretail.SheaskedhowitcomparedtoShannonSquare.City <br />PlannerMeaganBeekmanstatedtheretailwillrequire114parkingstallstotalandthe28stalls <br />locatedinthefrontwouldnotmeetalltheparkingdemandfortheretail.Therewillstillbesome <br />sharedparkingonthesideandintherearofthebuilding.Therewillbearearbuildingaccess <br />withacut-throughthatwouldallowvisitorstoaccesstheretailareasthroughthebackofthe <br />building.CommissionerThompsonstatedshewassurprisedabouttheaccessfromthebackand <br />it seems a narrow area to access the retail. <br />CommissionerZimmermanaskedhowmanytotalparkingspacesarerequired.CityPlanner <br />MeaganBeekmanstated241arerequiredbut284areprovidedintheplan.Commissioner <br />Zimmermanaskedifaparkingrampwasconsidered.CityPlannerMeaganBeekmanstateda <br />parkingrampwouldmaketheprojectcostnotfeasible.Theproposedplanwouldprovidethe <br />securityaspectsofaserviceparkinglotratherthananenclosedparkingramp.Commissioner <br />Zimmermanstatedsomepropertieschargemoreforparkingintherampandthecostmaybe <br />justified by doing that. <br />ChairLarsonstatedsinceitisapre-existingbuildingthereisnottheluxuryofhavingabelow <br />ground parking area. <br />CommissionerScottaskedifthebuildoutwouldbeallatonce.CityPlannerMeaganBeekman <br />stated there would be a single build out and the construction would take one year. <br />
