2 <br />CommissionerHolewamoved,secondedbyCommissionerHames,toapprovethe <br />August8,2012PlanningCommissionRegularMeetingaspresented.Themotion <br />carriedunanimously (6-0). <br />PLANNING CASES <br />PlanningCase12-014ZoningCodeAmendment;CityofArdenHills;Multi- <br />A. <br />CityPlannerMeaganBeekmanreviewedthePlanningCommissionisrequestedto <br />considerapprovalofPlanningCase12-014toaddSections1305.04Subd70and <br />1325.045,andtoamendSections1320.05and1325.06Subd1.JoftheZoningCode <br />pertaining to Multi-family Dwelling Units in the City. <br />CityPlannerMeaganBeekmanstatedattheirJune25,2012,regularmeetingtheCity <br />Councilapprovedacity-widemoratoriumonmulti-familydwellingunitswhiletheCity <br />conductsazoningstudytolookatpossibledesignstandards.Whilethemoratoriumcan <br />lastuptooneyear,theCouncildirectedStafftomoveforwardquicklyandbringforward <br />any proposed zoning code amendments as soon as possible. <br />CityPlannerMeaganBeekmanstatedthatattheirJuly11,2012,worksession,the <br />PlanningCommissionreviewedthescopeofworkforthedesignstandardsstudyand <br />provideddirectiontoStaffonhighpriorityitems.Basedonthatdiscussion, <br />recommendationsfromtheLeagueofMinnesotaCities,andareviewofother <br />codes;Staffprepareddraftregulationsofdesignstandardsformulti-family <br />dwellings.ThedraftwaspresentedtothePlanningCommissionattheirAugust8,2012, <br />worksession.ThePlanningCommissionprovidedfurtherdirectiononanumberof <br />items,includingspecialrequirementsforseniorhousingandtheparticipationofmulti- <br />StaffthenrevisedthedraftregulationsandpresentedthemtotheCityCouncilattheir <br />August20,2012,worksessionmeeting.TheCouncilprovidedadditionaldirectionand <br />revisionsanddirectedStafftomoveforwardwithapublichearingandPlanning <br />Commissionreview.Inaddition,Staffsentthedraftregulationstoidentified <br />stakeholdersinthecommunity,seekingcomments.RepresentativesofTATProperties <br />andArdenVillagesubmittedcommentsonthedraftregulations.Thesecommentswere <br />providedtothePlanningCommission.Basedoncommentsreceivedbystakeholdersand <br />theCityCouncil,StaffhasrevisedthedraftregulationsandisnowseekingPlanning <br />Commission review and a recommendation on the proposed ordinance amendments. <br />City Planner Meagan Beekman reviewed the proposed regulations include: <br />Revisingthereviewprocessformulti-familyhousing;allowingitthrougha <br />conditional use permit process, rather than a planned unit development process <br />Adding a definition for enclosed parking <br />Revising the minimum parking requirements for multi-family housing <br />Creating additional conditional use criteria for multi-family dwellings including: <br />Minimum unit sizes of 600 feet <br />o <br />Submissionofasecurityplanandlightingplanatthetimeofdevelopment <br />o <br />proposal <br />o A requirement that enclosed parking be provided on a per unit basis <br />A requirement that common areas be provided <br />o <br />
