3 <br />Percentageofefficiencyapartmentsallowedwithinaspecific <br />o <br />development <br />Minimum bike parking requirements <br />o <br />Window covering requirements <br />o <br />CityPlannerMeaganBeekmanstatedtheCityAttorneyhasreviewedtheproposed <br />regulations and has no issue with the proposed language of the regulations. <br />CityPlannerMeaganBeekmanofferedthefollowingFindingsofFactforthePlanning <br />Theproposedamendmentadvancesthelandusegoalsbecauseitcreateshigh <br />1. <br />developmentstandardsformulti-familyhousingthatwillvisuallyenhance <br />developmentandpromotecompatibilitywithnearbypropertiesandneighborhood <br />character. <br />Theproposedamendmentadvancestheimplementationstrategiesidentifiedin <br />2. <br />theLandUseChapteroftheComprehensivePlanbydevelopingdesignstandardsfor <br />multi-familyhousing,whichisaresidentiallanduse,thatensuretheconstructionof <br />high quality, sustainable, and aesthetically enhanced developments. <br />Theproposedamendmentadvancesthehousinggoalsbecauseitwillpromote <br />3. <br />thedevelopmentofavarietyofhousingopportunitiesthataresuitableforamixof <br />ages, incomes, and household types. <br />Theproposedamendmentadvancestheimplementationstrategiesidentifiedin <br />4. <br />theHousingChapteroftheComprehensivePlanbyestablishingarchitectural/design <br />guidelines for new multi-family dwelling units. <br />CityPlannerMeaganBeekmanstatedStaffrecommendsapprovalofPlanningCase12- <br />014toaddSections1305.04Subd70and1325.045,andtoamendSections1320.05and <br />1325.06Subd1.JoftheZoningCodepertainingtoMulti-familyDwellingUnitsinthe <br />City,aspresentedintheSeptember5,2012,reporttothePlanningCommission.Ifthe <br />PlanningCommissionmakesarecommendationthisplanningcasewillbeonthe <br />September 24, 2012 City Council meeting agenda. <br />CommissionerStodolaaskedforclarificationwhetherseniorhousingwouldfallunder <br />thezoningchangeswhilenursinghomesandassistedlivingwouldnot.CityPlanner <br />Meagan Beekman confirmed she was correct. <br />CommissionerZimmermanaskedifthiswouldapplytonewconstructionandCity <br />PlannerMeaganBeekmanstateditwouldasanynewconstructionwouldneedtoadhere <br />to these standards. <br />ViceChairThompsonaskedaboutthesecurityplan.CityPlannerMeaganBeekman <br />statedtheRamseyCountyDepartmenthasaprogramforsecurityofmulti- <br />familyhousing.TheDepartmentwouldreviewtheconstructionplansand <br />suggestasecurityplanfortheproject.ViceChairThompsonaskedifthe <br />DepartmentcanbecontactedpriortoconstructionforguidanceandCityPlannerMeagan <br />Beekman stated they can. <br />Vice Chair Thompson opened the public hearing at 6:41pm. <br />Mr.RobDavidsonowns1201CountyRoadE(formerHolidayInn)statedheisagainst <br />theproposednewlanguage.Hestatedthenewproposedlanguagewouldpreventthem <br />
