4 <br />fromconvertingtheirpropertyintoapartments.HestatedArdenHillsisdoing <br />everythingtheycantopreventtheirpropertyfrombeingdevelopedintoapartments.Mr. <br />Davidsonstatedtheirplanwasdenied.Hestatedtheminimumunitsizeof600SFisin <br />conflictwiththeBuildingCodes.Mr.Davidsonstatedthisisatargetedchangeto <br />preventthemfromdevelopingtheirproperty.Alltheunitswouldbeefficiency <br />apartments.Duetothemoratoriumtheirpropertyisofnousetothem.Mr.Davidson <br />requestedtheCommissionrejecttheminimumunitsize,andtheenclosedparking <br />requirement. <br />Mr.EdVonHoltum,1409IndianOaksTrailstatedhewasamemberoftheEconomic <br />DevelopmentCommission.HestatedwhenMr.Davidsonproposedtheredevelopment <br />projecthestatedtheplannedunitsizeswerenotsmallerthanotherapartmentsavailable. <br />Hestatediftherewasasmallerapartmentdevelopedforyoungerpeople,whoselifestyle <br />wouldfitintosmallerapartmentsizes.HebelievesthisisatargetedplantostopMr. <br />development.HerequestedtheCommissionnotapprovetherevised <br />language. <br />Mr.StuNolan,partnerofRobDavidson.Hestatedhestartedmanaginganddeveloping <br />apartmentsmanyyearsago.Hehasbeeninvolvedinthedevelopingofover10,000 <br />apartments.HehasneverexperiencedanythinglikewhatheisreceivingfromtheCityof <br />ArdenHills.HestatedheisinsultedandcametotheCitywithaproposalandsomeone <br />fromtheCitydecidedtheywereconstructingaTheseapartmentsaremuch <br />saferthanahotel.Theywouldbeoutofbusinessiftheyhadabadreputation.Inorder <br />forsomeonetorentanapartment,acompleteapplicationiscompleted.Itisavery <br />detailedprocessandthoroughchecksarerunoneachapplication.Criminal, <br />Employment,pastrentalchecksaredone.Mr.NolanaskediftheCommissionwould <br />preferahotel.Mr.Nolandoesnothaveaproblemwiththesecurityplan,lightingplan, <br />registrationplan,bicycleparking,windowcoverings.Hestatedtherearesomethingsin <br />theOrdinancethatdomakesense.HesuggestedthisOrdinancemaybetargetingall <br />apartmentdevelopers.TheCityhaddecidedonaunitsizecontrarytotheState <br />mandates.HeisopposedtoUnitMix.Hehasheldfocusgroupsandhadconversations <br />withmanypeopleincludingthecolleges.Heaskedwhatitmeansthatcommonareas <br />needtobeapprovedbytheCity.HehasprojectsgoinginmanyCitiesandnoneofthem <br />haveanyrequirementsastowhatisinsidethebuilding.Theyareproposingamulti- <br />milliondollarprojectinEdinaandthereisnothingconcerningtheinsideofthebuilding. <br />Commonareaswouldbeconstructedtofittheprofileofthetenants.Mr.Nolanstatedthe <br />parkingareashouldbedeterminedbythenumberofbedroomsinthebuildingwhich <br />determinesthenumberofparkingspaces.Generally1parkingspaceperbedroomisthe <br />norm.Thedeveloperisnormallyrequiredtohavesomeadditionalparkingonsite.The <br />undergroundorattachedparkingbeaddedtohisexistingbuilding.Mr.Nolan <br />askedthattheportionspertainingtounitsize,unitmix,andparkingberemovedfromthe <br />proposed zoning code. <br />Vice Chair Thompson closed the public hearing at 7:06pm. <br />ViceChairThompsonaskedCityPlannerMeaganBeekmanabouttheStateBuilding <br />Codecomment.Ms.BeekmanstatedtheCityAttorneyreviewedtheletterfromMr. <br />DavidsonandhispositionwasthattheStateBuildingCodestatesaminimumof220sf <br />andaCitycannothaveastandardlessthantheStateBuildingCodebutcanhaveahigher <br />standard. <br />CommissionerHolewaaskedhowtheCitycameupwith600sfminimumunitsize.City <br />
