ARDEN HILLS CITY COUNCIL – JUNE 10, 2013 3 <br />Community Development Director Hutmacher <br />stated that the first task in the master planning <br />process is the development of a public engagement plan. She explained that Kimley-Horn has <br />drafted a Public Involvement Plan (PIP) which defines: the purpose of the PIP; roles and <br />responsibilities of City staff, the JDA, Ramsey County, and City Council; the goals, objectives, <br />and expected outcomes of the public involvement process; project stakeholders; public <br />involvement techniques; project schedules; and the evaluation of public involvement techniques. <br />Community Development Director Hutmacher <br /> explained that the Council previously reviewed <br />th <br />this draft document at their May 28 <br /> Council meeting and provide input on the plan. The <br />comments made at that meeting regarding public involvement were taken into consideration and <br />were incorporated into this document. She indicated that the Joint Development Authority <br />reviewed the draft PIP at their June 3, 2013, meeting and recommended approval. <br />Councilmember Holden <br /> asked who would be invited to attend the Development Panel. <br />Community Development Director Hutmacher <br /> stated that the invite list has not been drafted. <br />Discussions have led her to believe that Committee and Commission members would be invited <br />along with other members of the community as recommended by Council. <br />Mayor Grant <br /> recommended that Arden Hills’ business owners participate in the Development <br />Panel event on July 30th. <br />th <br />Brian Smalkoski <br />, Kimley-Horn, commented that the invite list for the July 30 event will be <br />created by working with staff. He welcomed recommendations from the Council. <br />Jessica Laabs <br />, Kimley-Horn, indicated that approximately 50 people will attend the event. She <br />encouraged the Council to forward names to Kimley-Horn as all will be considered to assure a <br />good cross section of representation in these discussions. She suggested that the City forward a <br />list of 15 names for the invitation list to represent the City of Arden Hills. <br />Councilmember Holden <br /> wanted to be assured that the interests of Arden Hills is kept in mind <br />throughout this process. <br />Councilmember McClung <br /> agreed stating that the master planning process is the responsibility of <br />th <br /> event to <br />the City. He encouraged the City to find a diverse group to participate in the July 30 <br />properly represent the community. <br />Mayor Grant <br /> suggested that Councilmembers from adjacent communities also be invited to the <br />event. <br />Mayor Grant <br /> recommended that comments from the public be taken at the first City Council <br />meeting of each month for the TCAAP redevelopment as this will provide another method for <br />taking public input. He stated that this will encourage early participation from the public. <br />The Council supported this suggestion. <br />Councilmember McClung <br /> encouraged staff and Kimley-Horn to be as inclusive as possible <br />throughout the master planning process. <br />
