ARDEN HILLS CITY COUNCIL – JUNE 10, 2013 4 <br />Mayor Grant <br /> requested that the open house meeting be held in September and not in August <br />because he feels there will be better attendance at that time. He questioned if this change would <br />alter the completion of the report. <br />Mr. Smalkoski <br /> did not anticipate that this would affect the project completion date. <br />Councilmember Holmes <br /> questioned how developers will be selected for involvement in the <br />planning process. <br />Mr. Smalkoski <br /> stated that this will be discussed with staff. Developers who have already <br />expressed interest will be invited along with others who work in the metro area. <br />Councilmember Holden <br /> commented that the economy has changed since the original Maxfield <br />study was completed five years ago. She indicated that the vision for the property has shifted and <br />this will have to be considered throughout the planning process. <br />MOTION: Councilmember Holden moved and Councilmember Holmes seconded a <br />motion to approve the Public Involvement Plan for the TCAAP Master <br />Planning Process. The motion carried (5-0). <br /> B. Consider Sanitary Sewer Lining Improvement Bids <br />Public Works Director Maurer <br />stated that in 2013, the City applied for and received a grant <br />from the Metropolitan Council Environment Services (MCES) to assist with the cost of sanitary <br />sewer lining. The grant amount is up to $162,000 and can be used for 25% of the construction <br />cost of sanitary sewer lining. This grant is from bond monies provided by the State Legislature <br />specifically to assist with the elimination of inflow and infiltration into the metropolitan sanitary <br />sewer system. <br />Public Works Director Maurer <br /> explained that the 2013 Capital Improvement Program (CIP) <br />has an item for sanitary sewer lining in the amount of $500,000. He explained that bids for the <br />2013 project were opened on May 23, 2013. The project consisted of 4.5 miles of sewer lining in <br />a base bid and three alternate bid areas that could be added in whole or in part. The low bid was <br />submitted by SAK Construction from O’Fallon, Missouri. It was noted that SAK Construction’s <br />bid was below the engineer’s estimate which meant there was some room within the budget to <br />add additional length to the project. Staff recommended the Council award the contract for the <br />2013 sanitary sewer lining project base bid plus approximately half of alternate bid B which <br />would be completed for $625,526.05. <br />Mayor Grant <br /> explained that the sewer lining process allowed for the installation of plastic pipe <br />inside of the City’s existing pipe. <br />Councilmember Holden <br /> questioned how long the new pipes will last. <br />Public Works Director Maurer <br /> indicated that he anticipates that the relined pipes will last <br />forever due to the fact that the pipes will now be plastic instead of clay. <br />
