UNFINISHED BUSINESS <br /> <br /> <br />MEMORANDUM <br /> <br />DATE: July 29, 2013 <br /> <br />TO: Honorable Mayor and City Councilmembers <br />Patrick Klaers, City Administrator <br /> <br />FROM: Terry Maurer, Public Works Director <br /> <br />SUBJECT: Round Lake Road Feasibility Report <br />Consultant Selection <br /> <br />Budgeted Amount: Actual Amount: Funding Sources: <br />$2,627,650 Draft 2014 CIP $13,790 for Feasibility Report Sewer, Water and Surface <br />Water Utility Funds, TIF <br />District <br /> <br /> <br />Requested Action <br /> <br />Direct staff to enter into a contract for engineering services to complete a Round Lake Road <br />feasibility report with Elfering and Associates based on the proposal submitted on July 22, 2013, <br />at a cost not to exceed $13,790. <br /> <br />Discussion <br /> <br />As directed by the City Council at the June 24, 2013, meeting, staff requested proposals from the <br />three consultants currently working for the City on other projects (Bolton and Menk, Elfering <br />and Associates and Kimley Horn) for the completion of the Round Lake Road feasibility report. <br />This direction followed the preliminary CIP discussion at the June 17, 2013, Work Session <br />where it was suggested by staff that the Round Lake Road project be moved to 2014. The <br />project is in the current version of the draft 2014-2018 CIP in 2014 at an estimated total project <br />cost of $2,627,650. <br /> <br />Attached is a copy of the Request for Proposals that was sent to our three consultants. All three <br />responded with proposals. Kimley Horn and Elfering and Associates took virtually similar <br />approaches to the work relative to the hours estimated per task. Bolton and Menk took a more in <br />depth approach to the work scope estimating approximately twice as many hours.
