ARDEN HILLS CITY COUNCIL—JUNE 10, 2013 4 <br /> Councilmember McClung encouraged staff and Kimley-Horn to be as inclusive as possible <br /> throughout the master planning process. <br /> Mayor Grant requested that the open house meeting be held in September and not in August <br /> because he feels there will be better attendance at that time. He questioned if this change would <br /> alter the completion of the report. <br /> Mr. Smalkoski did not anticipate that this would affect the project completion date. <br /> Councilmember Holmes questioned how developers will be selected for involvement in the <br /> planning process. <br /> Mr. Smalkoski stated that this will be discussed with staff. Developers who have already <br /> expressed interest will be invited along with others who work in the metro area. <br /> Councilmember Holden commented that the economy has changed since the original Maxfield <br /> study was completed five years ago. She indicated that the vision for the property has shifted and <br /> this will have to be considered throughout the planning process. <br /> MOTION: Councilmember Holden moved and Councilmember Holmes seconded a <br /> motion to approve the Public Involvement Plan for the TCAAP Master <br /> Planning Process. The motion carried (5-0). <br /> B. Consider Sanitary Sewer Lining Improvement Bids <br /> Public Works Director Maurer stated that in 2013, the City applied for and received a grant <br /> from the Metropolitan Council Environment Services (MCES) to assist with the cost of sanitary <br /> sewer lining. The grant amount is up to $162,000 and can be used for 25% of the construction <br /> cost of sanitary sewer lining. This grant is from bond monies provided by the State Legislature <br /> specifically to assist with the elimination of inflow and infiltration into the metropolitan sanitary <br /> sewer system. <br /> Public Works Director Maurer explained that the 2013 Capital Improvement Program(CIP)has <br /> an item for sanitary sewer lining in the amount of$500,000. He explained that bids for the 2013 <br /> project were opened on May 23, 2013. The project consisted of 4.5 miles of sewer lining in a <br /> base bid and three alternate bid areas that could be added in whole or in part. The low bid was <br /> submitted by SAK Construction from O'Fallon, Missouri. It was noted that SAK Construction's <br /> bid was below the engineer's estimate which meant there was some room within the budget to add <br /> additional length to the project. Staff recommended the Council award the contract for the 2013 <br /> sanitary sewer lining project base bid plus approximately half of alternate bid B which would be <br /> completed for$625,526.05. <br /> Mayor Grant explained that the sewer lining process allowed for the installation of plastic pipe <br /> inside of the City's existing pipe. <br /> Councilmember Holden questioned how long the new pipes will last. <br />
