UNFINISHED BUSINESS

MEMORANDUM

DATE: August 12, 2013

TO: Honorable Mayor and City Councilmembers
Patrick Klaers, City Administrator

FROM: Terry Maurer, Public Works Director

SUBJECT: Amendment to Kimley Horn Contract for TCAAP Master Plan

Budgeted Amount: Actual Amount: Funding Sources:
-0- $69,400 Ramsey County

Requested Action

Authorize Amendment #1 to the Kimley Horn contract in the amount of $69,400 for the TCAAP
Master Plan which includes the analysis and concept layout for the 35W interchanges at
Highway 96 and County Road H. This Amendment #1 will be entirely funded by Ramsey
County.

Discussion

On April 29, 2013, the City Council approved a contract with Kimley Horn for the TCAAP
Master Planning process in the amount of $426,004. This work is being entirely funded by the
City.

Recently, City staff was approached by Ramsey County staff asking if the Council would
consider adding an amendment to the Kimley Horn contract for the analysis and concept layout
for two interchanges (Highway 96 and County Road H) on 35W. The background on the is
request is as follows:

To ensure that these two interchanges are delivered in a timely fashion (2015 for Hwy 96
and 2016 for Co. Rd. H) Ramsey County has agreed with MnDOT that the County will
take the lead in delivering these two projects.

In order to be prepared to approach the next legislative session with a request for funding,
the County felt it was important to have the analysis and conceptual drawings prepared so
the cost of construction could be better quantified.
12
Page of
