<br />Ramsey County felt it made sense to have the same consultant that is working on the <br />Master Planning process do this work as they are very qualified and will consider the <br />specific traffic interchange needs of TCAAP in their analysis. <br /> <br />Finally, by amending this work to an existing contract will save the County 60-90 days of <br />procurement time they would need to hire a consultant (which may end up to be Kimley <br />Horn) independently for this work. These 60-90 days would likely be the difference <br />between having the answers before the legislative session or having them during mid <br />session. <br /> <br />Attached is the Amendment #1 to the Kimley Horn contract that has been negotiated by Ramsey <br />County for this work and also a letter from Jim Tolaas stating the County will pay for all fees <br />associated with the amendment and provide staff for oversight of the work. <br /> <br />Amendment #1 and this approach have been reviewed by the City Attorney and he notes no <br />problem with either <br /> <br />Attachment <br /> <br />Attachment A: Contract Amendment #1 <br />Attachment B: Letter from Jim Tolaas <br /> <br /> <br /> <br /> <br />22 <br />Page of <br /> <br />
