ARDEN HILLS CITY COUNCIL—JULY 8, 2013 11
Councilmember Holmes questioned where the sidewalk was proposed to be completed in Phase
I.
Mr. Roberts reviewed the location of the Phase I sidewalk stating he would prefer to complete
the additional length within Phase III.
AMENDMENT: Councilmember Holden moved and Mayor Grant seconded an
amendment to have the signaze within the Lexington Avenue Master
PUD adhere to the B3 Zoning District and Sign District 6 standards.
Councilmember Werner stated that Phase I had a disadvantage as the rear of the building would
face Lexington Avenue.
Councilmember Holden commented that her amendment was addressing the fact that the
applicant did not have a finalized sign package for the Council to review.
Councilmember Holmes did not support this amendment as the applicant would require some
level of flexibility on the monument sign and future tenant signs.
Councilmember McClung understood the proposed amendment but also understood the future
tenants were unknown. This was the reason the sign plan was incomplete.
Mayor Grant stated that the applicant would come back to the Council with a sign plan once the
tenants were finalized. For this reason, he would not support the amendment.
Councilmember Holden questioned if the Master PUD could be approved with no sign plan.
Community Development Intern Bachler noted that a condition for approval required the
applicant to bring a final sign plan to the City at a future date.
The amendment failed (2-3) (Holmes, McClung and Mayor Grant
opposed).
AMENDMENT: Councilmember Holmes moved and Mayor Grant seconded an
amendment to require the applicant to complete the entire length of
the sidewalks along Red Fox Road as shown in the Master PUD in
Phase I and that the applicant coordinate this project with Ramsey
County.
Councilmember McClung agreed with the intent of this amendment but felt it would be
burdensome to the applicant.
Councilmember Holden supported the sidewalk completion on Lexington Avenue.
Mr. Roberts was in favor of completing the sidewalk along Red Fox Road as shown in Phase II,
but requested the sidewalk along Lexington Avenue stop at the driveway entrance as shown on the
Phase I plan.
