ARDEN HILLS CITY COUNCIL—JULY 8, 2013 10
Mayor Grant asked why a green roof was selected for the trash enclosure.
Mr. Roberts stated this was discussed favorably with the Planning Commission.
Mayor Grant questioned if the applicant had a materials board for the Council to review.
Mr. Roberts presented the Council with a brick materials board stating that the brick coursing
would vary on the building to add architectural interest. He commented that the grout would be
gray in color. The mason stone used on the building was also reviewed.
Councilmember Holden asked if the applicant had spoken with the County regarding the traffic
study and access points.
Mr. Roberts explained that the County was willing to grant them access directly across from
Target if the current access point was forfeited. Further discussion ensued regarding the traffic
study.
MOTION: Councilmember McClung moved and Councilmember Holden seconded a
motion to approve Planning Case 13-003 for a Master Planned Unit
Development, Final Planned Unit Development for Phase 1, and Preliminary
Plat of the Lexington Station Redevelopment Proposal at 3833 Lexington
Avenue based on the findings of fact and the submitted plans, as amended by
the conditions in the July 8,2013, report to the City Council.
Mayor Grant asked for Council discussion on the motion.
Councilmember Holmes asked if any of the conditions addressed the sidewalk and right turn lane
easement along Lexington Avenue.
Community Development Intern Bachler stated that the right turn lane easement was addressed
in Condition 10. He indicated that the sidewalk would have to be constructed as noted on Phase I
of the site plan.
Councilmember Holden commented that it would be 10 years before the Phase III sidewalk was
installed. This would prohibit people from safely getting to Phase I. She encouraged the
applicant to install the entire sidewalk in Phase 1.
Mayor Grant was in favor of having a sidewalk running the full length of the property and
having this completed in Phase I.
Mr. Roberts explained that he did not want to have to incur the expense in Phase I for the entire
sidewalk if it had to be removed for side grading and construction in Phase III.
Mayor Grant understood this concern, but stated that the sidewalk did provide an amenity to the
tenants within the development and would draw people to the property.
